EXECUTIVE SUMMARY
Recommendation to appoint two members to the Haldeman Creek Dredging Maintenance Advisory
Committee.
OBJECTIVE: To reappoint a member and appoint one new member to the Haldeman Creek Dredging
Maintenance Advisory Committee, to serve four-year terms expiring on March 13, 2025.
CONSIDERATIONS: The Haldeman Creek Dredging Maintenance Advisory Committee is a five
member committee created on November 28, 2006 by Ordinance 2006-60, to aid and assist the Board of
County Commissioners in carrying out the purposes of the MSTU, to prepare and recommend an itemized
budget, and to recommend work programs and priorities. Members are to be appointed from different
parcels, subdivisions and/or communities within the MSTU. Terms are four years. A list of the current
membership is included in the backup.
There is one vacant seat on this committee, and one seat which will expire on March 13, 2021. The
vacancies were advertised and applications were received from the following:

ATTENDANCE: During the past two years, Ms. Samblanet has had perfect attendance. Attendance
records are included in the backup.
COMMITTEE RECOMMENDATION: At its meeting on February 1, 2021, the committee voted
unanimously to recommend that the Board reappoint Ms. Samblanet to her seat, and appoint Mr. Robbins
to fill the current vacancy, to serve four-year terms expiring on March 13, 2025. A recommendation
memo is included in the backup.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Committee
Recommendation, and authorizes the Chair to execute the attached resolution confirming the
appointments.

SUBJECT: Haldeman Creek MSTU New Member Recommendation – Mr. William Robbins
Haldeman Creek MSTU Reappointment – Kate Samblanet
The Haldeman Creek MSTU Committee met on Monday, February 01, 2021 to review the
applications submitted for the Advisory Committee. Mrs. Kate Samblanet was in attendance and
it was a unanimous vote to recommend her reappointment. Mr. William Robbins did register and
attended virtually. After a brief discussion with Mr. Robbins, the committee voted unanimously
(4-0) to recommend Mr. Robbins as a new member to the advisory committee.
Section VI of Ordinance 06-60, Sub-section b outlines the qualifications to be a committee member
as: “…said members shall be residents within the MSTU and electors of Collier County…” Mr.
Robbins & Mrs. Sablanet reside within the MSTU boundary and are registered voters.

RESOLUTION NO. 2021 - _____
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA REAPPOINTING KATHLEEN
SAMBLANET AND APPOINTING WILLIAM ROBBINS TO THE
HALDEMAN CREEK DREDGING MAINTENANCE ADVISORY
COMMITTEE.
WHEREAS, Collier County Ordinance No. 2006-60 established the Haldeman Creek
Dredging Maintenance Advisory Committee to assist the Board of County Commissioners in
carrying out the purposes of the Haldeman Creek Dredging Municipal Service Taxing Unit
(MSTU); and
WHEREAS, Ordinance No. 2006-60, as amended, provides that this Advisory Committee
shall be composed of five members who reside within and generally represent the MSTU; and
WHEREAS, there is a vacant seat on this Advisory Committee, and one seat which will
expire on March 13, 2021; and
WHEREAS, the Board of County Commissioners previously provided public notice
soliciting applications from interested parties; and
WHEREAS, the Advisory Committee has provided the Board of County Commissioners
with its recommendation for appointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that KATHLEEN SAMBLANET is
hereby reappointed to her seat, and WILLIAM ROBBINS is hereby appointed to the Haldeman
Creek Dredging Maintenance Advisory Committee, each to serve a four-year term expiring on
March 13, 2025.
THIS RESOLUTION ADOPTED after majority vote on the 23rd day of February, 2021.
