EXECUTIVE SUMMARY
Recommendation to reappoint three members to the Bayshore Beautification Advisory Committee.
OBJECTIVE: To reappoint three members to the Bayshore Beautification Advisory Committee.
CONSIDERATIONS: This 7 member committee was created on December 16, 1997, by Ordinance No.
97-82 to assist the BCC in carrying out the purposes of providing curbing, watering facilities, plantings
and maintenance of the median strips of roadways within the MSTU; providing traffic calming
improvements; and beautification and maintenance of other areas within the MSTU. The committee
prepares and recommends an itemized budget to the Board of County Commissioners. Members must be
permanent residents or owners of commercial or residential property within the MSTU. Terms are 4
years. A list of the current membership is included in the backup.
There is one vacant seat on this committee, and three seats expiring on March 3, 2021. The vacancies
were advertised and applications were received from the following:

ATTENDANCE: During the past two years Mr. Bixler has had three excused absences, Mr. Douglas has
had one excused absence, and Mr. Messmer has had four excused absences. Attendance records are
included in the backup.
COMMITTEE RECOMMENDATION: At its meeting on February 3, 2021, the committee reviewed
the applications and recommended that each of the above applicants be reappointed to his seat on the
committee, to four-year terms expiring on March 3, 2025. A recommendation memo is included in the
backup. The remaining vacancy will continue to be advertised.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Committee
Recommendation, and authorizes the Chair to execute the attached resolution confirming the
reappointments.

RESOLUTION NO. 2021 - ____
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, REAPPOINTING JAMES BIXLER,
GEORGE DOUGLAS, AND ROBERT MESSMER, TO THE BAYSHORE
BEAUTIFICATION ADVISORY COMMITTEE.
WHEREAS, on December 16, 1997, the Board of County Commissioners adopted
Ordinance No. 97-82, as subsequently amended, creating the Bayshore Beautification Advisory
Committee to aid and assist the Board in carrying out the purposes of the Bayshore
Beautification Municipal Service Taxing Unit (MSTU); and
WHEREAS, Ordinance No. 97-82, as amended, provides that this Advisory Committee
shall consist of seven members who generally represent the area within the MSTU; and
WHEREAS, there is a vacant seat on this Advisory Committee, and three seats which will
expire on March 3, 2021; and
WHEREAS, the Board of County Commissioners previously provided public notice
soliciting applications from interested parties; and
WHEREAS, the Bayshore Beautification Advisory Committee has provided the Board of
County Commissioners with its recommendation for reappointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that JAMES BIXLER, GEORGE
DOUGLAS, and ROBERT MESSMER, residents within the MSTU, are hereby each
reappointed to their seats on the Bayshore Beautification Advisory Committee, to four-year
terms expiring on March 3, 2025.
THIS RESOLUTION ADOPTED upon majority vote on the 23rd day of February, 2021.
