EXECUTIVE SUMMARY
Recommendation for the Board to approve and authorize the Chairperson to sign the Third
Amendment with Quest Corporation of America, Inc., for marketing and outreach for the Collier
County Assistance Program (Fiscal Impact $162,323).
OBJECTIVE: To provide marketing and outreach activities to inform the citizens of Collier County on
the availability of the Collier County Assistance Program.
CONSIDERATIONS: The Community and Human Services Division (CHS) is responsible for
administering the Collier County Community Assistance Program (CCAP). On February 9, 2021,
Agenda Item #11C the Board approved the implementation of the CCAP program. As part of this
program, staff will need to implement a media campaign on forthcoming public assistance programs is
available to individuals and businesses.
Quest Corporation of America, Inc. is the County’s current housing outreach and marketing vendor.
The Board approved Agreement No. 19-7537 (the Agreement) with Quest Corporation on October 8,
2019 (Agenda Item No. 16.D.4). The First Amendment was approved by the Board on September 8,
2020, Agenda Item #16F1b which modified the Agreement’s Scope of Services and Fee Schedule. The
Second Amendment was approved by the Board on October 27, 2020, Agenda Item #16D9, and
modified the Agreement’s Scope of Services and Fee Schedule to develop a CARES COVID-19
campaign. The vendor provided all of the Collier CARES marketing and outreach services through
December 2020.
The proposed Third Amendment is seeking to add additional activities to the Scope of Services and Fee
Schedule to:
• Develop a redesigned website presence on the new Collier County Community Assistance
Program
• Secure a site-specific domain name
• Market the new CCAP program to the public through press releases, radio and television
advertisements
• Preparation of email blast and mailers
• Extend the contract until January 15, 2022
FISCAL IMPACT: The Collier Community Assistance Program (CCAP) media campaign's annual
estimated expenditure is in the amount of $162,323. The cost associated with administration will be
covered through funding received and made available within the Community & Human Service Grant
Support Fund (123) Project 33699 (Coronavirus Relief Fund).
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board approval. -JAB
GROWTH MANAGEMENT IMPACT: No Growth Management impacts are associated with this item.
RECOMMENDATION: To approve and authorize the Chairperson to sign the Third Amendment with
