EXECUTIVE SUMMARY
Recommendation to approve and authorize the chairman to sign three (3) mortgage satisfactions
for the State Housing Initiatives Partnership loan program in the amount of $38,000 and the
associated Budget Amendment. (Net Fiscal Impact $13,332)
OBJECTIVE: To support the affordability of housing in Collier County through State Housing
Initiatives Partnership (SHIP) down payment and emergency repair and/or rehabilitation assistance
programs.
CONSIDERATIONS: SHIP, a state affordable housing program, offers assistance to first-time
homebuyers for use toward a portion of the required down payment and emergency repairs to the newly
acquired home, and rehabilitation assistance to homeowners for rehabilitation to their homesteaded
property. As a condition of award, the homeowner must repay the assistance provided upon sale,
refinance, or loss of homestead exemption.
Resolution No. 18-58 provides that in the event of the death of the borrowers, all debt will be forgiven for
all affordable housing programs administered by Collier County Community and Human Services
Division (CHS). The Certificate of Death for the deceased has been provided to CHS.
The following table provides details regarding the associated mortgages that have been repaid and thos e
that have been forgiven. As such, satisfaction of mortgages is required.

*Mortgage provides that loan is forgivable in 3 equal parts of 5 years each.
Approval of this item will authorize the Chairman to sign the aforementioned satisfaction of mortgage
and the executed document shall be recorded in the Public Records of Collier County, Florida.
FISCAL IMPACT: The repaid amount of $13,332 satisfies the payoff amount. This repayment is
considered program income and has been deposited in SHIP Grant Fund (791), Project 33686. Deposited
funds will be used for SHIP eligible activities. The Budget Amendment recognizes $13,332 in program
income, of which five percent (5%) will be used as Administrative funds and will be signed following
board approval. A Recording fee of $10 has been paid by the homeowners. The $10 recording fees for
Cannon and Villegas will be paid by SHIP Grant Fund (791), Project 33686.
LEGAL CONSIDERATIONS: This item is approved for form and legality and required a majority vote
for Board approval. -JAB
GROWTH MANAGEMENT IMPACT: There is no growth Management impact.
