EXECUTIVE SUMMARY
Recommendation to authorize budget amendments to reallocate funding for public utilities
infrastructure design along the Big Corkscrew Island Regional Park Access Road that provides
connectivity between BCIPR Phase 1, BCIPR Phase 2 and Oil Well Road.
OBJECTIVE: To design growth related public utilities infrastructure concurrently with the Big
Corkscrew Island Regional Park Phase 2.
CONSIDERATIONS: Q. Grady Minor & Associates, P.A. (Grady Minor) is the Engineer of Record for
the Big Corkscrew Island Regional Park (BCIRP) Phase 2. To consolidate and coordinate efforts, it is
most efficient for Grady Minor to also design the public utilities transmission mains that will be aligned
along the BCIRP Access Road that provides connectivity between BCIPR Phase 1, BCIPR Phase 2 and
Oil Well Road. The work will be performed under the existing Professional Services Agreement (Fixed
Term Continuing Contract) No. 18-7432-UC for a negotiated fee of $111,492 divided evenly between
water and wastewater. This item funds this growth-related infrastructure design through impact fees in
project 70194 NE Utility Facility.
FISCAL IMPACT: Budget amendments totaling $111,492 are necessary to reallocate funding from
other projects and reserves in both Water Impact Fees Fund (411) and Wastewater Impact Fees Fund
(413) to project 70194, NE Utility Facility. The reallocations are shown below:
GROWTH MANAGEMENT IMPACT: There are no Growth Management impacts associated with
this action.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issues, and requires majority vote for approval. -JAK
RECOMMENDATION: That the Board of County Commissioners approves the necessary budget
amendments to reallocate funding from public utilities infrastructure design within the Big Corkscrew
Island Regional Park.
