EXECUTIVE SUMMARY
Recommendation to approve a $243,969 Work Order on a Request for Quotation (“RFQ”) under
Agreement #15-6469, “Well Drilling, Testing and Maintenance” to Layne Christensen Company,
for the Rehabilitation of Deep Injection Well IW-1 at the North County Water Reclamation Facility
(Project Number 70148).
OBJECTIVE: To meet demand, stay in compliance, and serve customers efficiently and effectively by
providing a compliant and reliable water reclamation system to Collier County Water -Sewer District
customers.
CONSIDERATIONS: The proposed scope of work under Project No. 70148, Rehabilitation of Deep
Injection Well (“DIW”) IW-1 at the North County Water Reclamation Facility (“NCWRF”), is consistent
with the FY2021 CIP Budget approved by the Board on September 17, 2020.
The current wastewater treatment capacity at the NCWRF is 24.1 million gallons (“MG”). The facility is
located at 10500 Goodlette Road in North Naples. As a part of the wastewater treatment process,
occasionally the resultant end product, which is irrigation quality water, does not meet Florida
Department of Environmental Protection permitting parameters. There are two DIWs on the plant site
that are utilized for the purpose of disposal of the non-compliant irrigation quality water. DIW IW-1,
which is the older of the two DIWs, has been evaluated by Layne Christensen Company under a separate
work order and was found to have encrustation inside of the well piping, reduced capacity, and higher
operating pressures. This project will implement casing brushing and acidization of the inside of the well
casing to restore the proper capacity and operating pressures for utilization of the well.
On November 6, 2020, the Public Utilities Department issued an RFQ for the “Rehabilitation of Deep
Injection Well IW-1” to the four (4) vendors under Category 3 contractors for Agreement No. 15-6469,
“Deep Injection Wells, Testing, Drilling, and Maintenance.” On December 10, 2020, the County received
three (3) bids and one (1) “No-Bid”, as summarized below.
Staff reviewed the bids and found the three bids to be responsive and responsible, with the fourth contractor,
All Webbs Enterprises, not submitting a bid. Staff has determined that Layne Christensen Company is the
lowest responsive and responsible bidder.

The total bid includes an Owner’s Allowance of $18,300 for unforeseen and unanticipated conditions that
may be encountered during construction. If necessary, the use of the allowance funds will be subject to
County approval prior to the execution of any work and will be billed at the appropriate contract price
based on a time and materials basis, consistent with the contract and County Procurement policies.
The low bid is approximately 21 percent higher than the engineer’s opinion of probable cost of
$201,300.00, as shown in the attached bid analysis, and is a result of bidding volatility in current market
conditions. Design Engineer, Hole Montes, Inc./RMA, also recommends awarding the project to Layne

Christensen Company, Inc., in its December 14, 2020, Design Entity’s Letter of Recommended Award.
Layne Christensen Company, Inc., has a satisfactory performance and warranty record on similar Collier
County well-related projects.
FISCAL IMPACT: The source of funding is Wastewater User Fees, Fund (414). Construction of this
project is not anticipated to have a measurable impact on operations and maintenance costs. The project
is anticipated to be completed in the first Quarter of 2021.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities and to remain in compliance
with all regulatory programs.
RECOMMENDATION: To approve a $243,969 Work Order under Agreement No. 15-6469, for the
Rehabilitation of Deep Injection Well IW-1 at the North County Water Reclamation Facility to Layne
Christensen Company, (Project Number 70148) and authorize the Chair to sign the attached Work Order.

Our team reviewed the Bids received for the project known as Rehabilitation of Injection Well IW -1 for Collier
County’s North County Water Reclamation Facility. The bidders and their quoted prices are identified below as
provided by electronic mail on or before 2:30 PM December 10, 2020.

The bid received from Layne Christensen Company appears to be the lowest responsive bid in the amount of
$243,969.
Their bid is higher than the Engineers Opinion of Probable Cost of $201,300. The Engineers Opinion of Probable
Cost was based on acidization of water production wells as this type of rehabilitation on Class I injection well has
not occurred in Southwest Florida in over 10 years. Additionally, drilling costs are typically volatile due to market
conditions. Therefore, Layne’s bid is fair and reasonable.
We recommend award of the contract to Layne Christensen Company in the amount of $243,969.
