EXECUTIVE SUMMARY
Recommendation to approve, after the fact, the acceptance of four Florida Beautification grant
awards from the Florida Department of Transportation (F.D.O.T.) for median improvement
projects involving a portion of State Road 84 (Davis Boulevard) from U.S. 41 to Airport Pulling
Road; a portion of State Road 84 (Davis Boulevard) from Airport Pulling Road to County Barn
Road; a portion of State Road 951 (Collier Boulevard) from Judge S.S. Jolley Bridge to Capri
Boulevard; and a portion of State Road 951 (Collier Boulevard) from Capri Boulevard to Shell
Island Road, each award in the amount of $100,000 for construction installation.
OBJECTIVE: To accept four Florida Beautification grant awards from the F.D.O.T. for landscape and
irrigation median improvements for State Road 84 (Davis Boulevard) and State Road 951 (Collier
Boulevard), and all associated funding for design, installation, and maintenance.
CONSIDERATIONS: On September 8, 2020, Agenda Items 16.A.14, 16.A.15, 16.A.28, and 16.A.29,
the Board approved four individual Florida Beautification grant application submittals for landscape and
irrigation median improvements for median improvement projects involving a portion of State Road 84
(Davis Boulevard) from U.S. 41 to Airport Pulling Road, in the amount of $100,000 for construction
installation; a portion of State Road 84 (Davis Boulevard) from Airport Pulling Road to County Barn
Road, in the amount of $100,000 for construction installation; a portion of State Road 951 (Collier
Boulevard) from Judge S.S. Jolley Bridge to Capri Boulevard, in the amount of $100,000 for construction
installation; a portion of State Road 951 (Collier Boulevard) from Capri Boulevard to Shell Island Road,
in the amount of $100,000.
On January 21, 2021, Collier County received the award letters that the project was selected for the
F.D.O.T. Fiscal Year 2020-21 Beautification Grant Cycle. F.D.O.T. required that if Collier County
intended to accept the grants, the acceptance be relayed to the District I Landscape Architect within 15
days from the receipt of the letter. A County Manager approval memo and after-the fact approval is
required given the short timeframe. F.D.O.T. will not issue the grant agreement until design plans have
been reviewed and approved.

FISCAL IMPACT: The grant agreement will be presented to the Board at a subsequent meeting at
which time a budget amendment will be required to appropriate grant funds, in the total amount of
$400,000, within GMD Grant Fund (711). Although the grant agreement does not require a formal local
match, a local commitment for design and ongoing maintenance, in the amount of $979,307.15, was
included with the grant application. Funding for this local commitment is available within Landscape

Capital Fund (112). Source of funds will be Unincorporated General Fund.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
