EXECUTIVE SUMMARY
Recommendation to appoint a member to the Animal Services Advisory Board.
OBJECTIVE: To appoint an at-large member to the Animal Services Advisory Board, to fill the
remainder of a vacant term expiring on April 13, 2022.
CONSIDERATIONS: This seven-member board was created on January 27, 2004 by Ordinance No.
2004-06 to make recommendations to the Board of County Commissioners on programs, services, classes
and special events that will further assist Collier County Domestic Animal Ser vices in providing the best
possible service to the community. They also analyze and review construction and improvements to
Domestic Animal Services facilities and make recommendations to the Board of County Commissioners
regarding such facilities. Terms are four years. A list of the current membership is included in the backup.
There is a current vacancy on this committee for an at-large member. The vacancy was advertised, and
the following applications were received:

COMMITTEE RECOMMENDATION: The committee met on November 17, 2020 and January 19,
2021 and reviewed the applications. The committee voted three times on the applicants and each time
resulted in a tie vote. Finding themselves unable to reach a consensus, the committee requests that the
Board of County Commissioners choose directly between the applicants, to fill the current vacancy. A
staff memorandum is included in the backup.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners appoint one at -large member to fill
the remainder of a vacant term expiring on April 13, 2022, and direct the County Attorney to prepare a
resolution confirming the appointment.

RE: Animal Services Advisory Board
On November 17, 2020, the Collier County Domestic Animal Services Advisory Board
(DASAB) reviewed two applicants, Kelly Hyland and Sarah Norris, for the vacant DASAB At-
large position. During the meeting, four of the six current board members were present. The
DASAB voted, 2-2 for the two applicants. The DASAB made a motion to have the two
applicants attend the January meeting, allowing the two excused members an opportunity to
vote.
On January 19, 2021, the Collier County Domestic Animal Services Advisory Board (DASAB)
heard from both applicants for the vacant DASAB At-large position. During the meeting, all six
of the current board members were present. The DASAB voted 3-3 for the two applicants. Each
DASAB member was asked by the Chair to state why the voted for the applicant they endorsed
for the at-large position. After each advisory board member spoke, they voted again, and the
vote was still tied, 3-3.
At-Large - The members of the DASAB voted three separate times for the two applicants. They
are requesting assistance from the Board of County Commissioners to make the final selection
for the vacant, at-large position.
Kelly Hyland – is self-employed and possesses a high school diploma. She is an active animal
advocate in our community, and she started a non-profit organization, Animal Task Force of
SWFL. Ms. Hyland is passionate about animal issues in Collier County and is dedicated to being
a voice for the animals.
Sarah Norris – is employed with Florida Gulf Coast University and possesses a Bachelor of
Science in Animal Sciences and a Master of Sciences in Environmental Sciences. Mrs. Norris is
a Board member and foster for the Southwest Florida House Rabbit Rescue. Sarah is a previous

supervisor for Collier County Domestic Animal Services and a current foster who specializes in
neonatal kittens and medically compromised animals.
