EXECUTIVE SUMMARY
Recommendation to approve Modification to Subgrant Agreement No. H0393 with the Florida
Division of Emergency Management to extend the agreement to July 31, 2022, for the Goodlette
Frank Road Drainage Ditch. (Project No. 60102)
OBJECTIVE: To extend the period of performance on subgrant agreement H0393 with the Florida
Division of Emergency Management, to design drainage improvements to Solana Road and reduce or
eliminate long-term risk to properties from future disasters.
CONSIDERATIONS: On September 11, 2018, (Item 16.E.3) the Collier County Board of County
Commissioners provided after-the-fact approval for the submittal of several applications for Hazard
Mitigation Grant Program funding. Capital Project Planning, Impact Fees an d Program Management
submitted eight (8) grant applications for funding of which the Goodlette Frank Drainage Ditch
application was approved for funding and attached for execution. The Goodlette Frank Drainage Ditch
project award is for the design and permitting of an improved stormwater conveyance system to help
alleviate historical flooding west of the Goodlette Frank Road Drainage Ditch. On February 25, 2020,
(Item 16.A.24), the Collier County Board of County Commissioners approved the Subgrant Agreement
for grant funding.
FISCAL IMPACT: Approval of this Modification will allow the continuance of the $44,152.50 in grant
funding assistance from the Florida Division of Emergency Management. Grant funding in the amount of
$44,152.50 has been appropriated in Growth Management Grant Fund (711), Project 60102 and matching
funds in the amount of $14,717.50 have been transferred from Stormwater Capital fund (325) to Growth
Management Match Fund (712), Project 60102.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority
vote for Board action. - JAB
GROWTH MANAGEMENT IMPACT: Approval of this item is in accordance with the goals and
objectives of the Drainage Sub-element of the Growth Management Plan.
RECOMMENDATION: To approve the Modification to Subgrant Agreement to Agreement No. H0393
with the Florida Division of Emergency Management to extend the agreement to July 31, 2022, for the
Goodlette Frank Road Drainage Ditch Project (60102).
