EXECUTIVE SUMMARY
Recommendation to extend, and provide for automatic renewals thereafter, an Interlocal
Agreement with the North Collier Fire Control and Rescue District (“NCFD”) for Fire Plans
Review and Inspection Services, and to provide NCFD with office space for its Fire Plans Review
staff in the Growth Management Division (“GMD”) building.
OBJECTIVE: To continue the partnership between NCFD and the GMD to operate and work
cooperatively to improve processing time to complete fire plans reviews, thereby allowing for the
speedier issuance of permits and reducing redundant plans review, to the benefit of the public customers.
CONSIDERATIONS: On April 22, 2014, the GMD and NCFD (formerly known as North Naples Fire
Control and Rescue District) entered into an Interlocal Agreement concerning Fire Plans Review and
Inspection Services, by which NCFD agreed to provide plan reviews within office space provided GMD.
The agreement expired on April 22, 2019. GMD and NCFD wish to extend the term of the Agreement to
September 30, 2021, and to provide for automatic renewals thereafter unless notice of termination or
renegotiation is given by either party as outlined in the Interlocal Agreement.
Embedding the NCFD fire plans reviewers at GMD’s offices has enabled:
• A consolidated one-stop-shop service.
• Improved communication between fire plans, electrical, plumbing, and building plans reviewers.
• Reviews of fire plans review fees to potentially reduce them and make them more economical.
• The elimination of redundant reviews and the delegation of non-essential reviews to improve
customer satisfaction and reduce costs, which are passed on to customers.
FISCAL IMPACT: Funds in the amount of $50,000 will be paid annually by NCFD to GMD (Fund
113) to cover the cost of providing office space, furniture, supplies, computers, maintenance of
computers, phone lines, and software licensing for CityView.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
RECOMMENDATION: To approve an extension, and provide for automatic renewals thereafter, of an
Interlocal Agreement with NCFD for Fire Plans Review and Inspection Services, and to provide NCFD
with office space for its Fire Plans Review staff in the GMD building.
