EXECUTIVE SUMMARY
Recommendation to appoint five regular members and two alternate members to the
Infrastructure Surtax Citizen Oversight Committee.
OBJECTIVE: To appoint five regular members and two alternate members to the Infrastructure Surtax
Citizen Oversight Committee, to two-year terms expiring on January 12, 2023.
CONSIDERATIONS: This ad hoc committee was created by Ordinance No. 2018-21, as amended, for
the purpose of providing for citizen review of the expenditure of the surtax proceeds by the County.
Membership is composed of seven regular members (one resident from each of the five Commission
districts and two members at-large) and two alternate members. Members should have financial or
business management backgrounds and experience, and may not be elected officials or current
government employees. Terms are two years. A list of the current membership is included in the backup.
There are two current vacancies on this committee representing Commission Districts 1 and 5, and five
seats which expired on January 12, 2021 representing Commission Districts 2, 3, and 4, and two
alternates. The vacancies were advertised, and the following applications were received:

ATTENDANCE: During the past two years, Mr. Osborne and Mr. Land have had three excused absences
each, and Mr. Keseske and Mr. DeLony have had two excused absences each. Attendance records are
included in the backup.
COMMITTEE RECOMMENDATION: On December 2, 2020, the committee met and reviewed the
applications, and in lieu of making a recommendation, requests that the Board of County Commissioners
choose directly from among the applicants, one representative from each Commission District and two
alternate members. Staff requests that current members who have reapplied, noted above with an asterisk,
be given consideration for reappointment. A staff recommendation email is included in the backup.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners appoint one representative from
each of the Commission Districts and two alternate members to two-year terms expiring on January 12,
2023, and direct the County Attorney to prepare a resolution confirming the appointments.

government employees. Initial terms for at-large members shall be one year, and the remainder
of the at-large terms, and all district seat terms and alternate terms, shall be two years.
Thereafter, all terms are two years.
This committee shall sunset on December 31, 2025, or if all surtax proceeds are expended prior
to that date, within two months of the final expenditure of all the surtax proceeds collected by the
County.
