EXECUTIVE SUMMARY
Recommendation to appoint two members to the Ochopee Fire Control District Advisory
Committee
OBJECTIVE: To reappoint one member and appoint one new member to the Ochopee Fire Control
District Advisory Committee, to two-year terms expiring on December 31, 2022.
CONSIDERATIONS: This five-member committee was created by Ordinance No. 89-98 to advise the
Board of County Commissioners on the operations and budget of the Ochopee Fire Control District.
Members must reside within the boundaries of the Ochopee Area Fire Control Special Taxing District,
and include 1 member from Everglades City (appointed by the Mayor), 1 member from Plantation Island,
1 member from Chokoloskee, 1 member from Lee Cypress (Copeland) and 1 member from Ochopee.
Terms are 2 years. A list of the current membership is included in the backup.
Three seats on this committee expired on December 31, 2020, including the seat representing Everglades
City. The vacancies were advertised and applications were received from the following:

NOTE: Term limits apply to the membership of this committee, per Code of Laws Sec. 122 -229(c)(2),
Terms of Office, which states: “…A member of the advisory board may be reappointed by the Board of
County Commissioners for one successive term…” This restriction is applicable to Mr. Craig, who has
served since 2015 and has just completed his second term.
ATTENDANCE: During the past two years, Mr. Craig has had only one excused absence. Attendance
information is attached in the backup to this item.
STAFF RECOMMENDATION: Due to the COVID-19 health emergency, the committee has not met
since March 9, 2020. With the expiration of three seats as noted above, there is no longer a quorum on the
committee to make recommendations to the BCC. Accordingly, staff is recommending that Mr. Craig be
reappointed to his seat on this committee to a two-year term expiring on December 31, 2022, and also
requests that the Board of County Commissioners waive any term limit restrictions which would prevent
Mr. Craig from continuing his volunteer service on this committee. A recommendation letter from
Assistant Chief Wayne Martin is included in the backup. A recommendation from the Mayor of
Everglades City requesting that Timothy Moshier represent Everglades City on the committee is also
included in the backup.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Staff Recommendation,
and authorizes the Chair to execute the attached resolution confirming the appointments.

RESOLUTION NO. 2021 - ______
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, REAPPOINTING ROBERT CRAIG AND
APPOINTING TIMOTHY MOSHIER TO THE OCHOPEE FIRE DISTRICT
ADVISORY BOARD.
WHEREAS, Collier County Ordinance No. 89-98 created the Ochopee Fire District
Advisory Board to advise the Board of County Commissioners (Board) on the budget and
operation of the Ochopee Fire Control District; and
WHEREAS, Ordinance No. 89-98, as amended, states that this Advisory Board shall be
composed of five members and provides guidelines the Board may consider relating to its
composition; and
WHEREAS, three seats on this Advisory Board expired on December 31, 2020, and
public notice has been provided soliciting applications from interested parties; and
WHEREAS, the Ochopee Fire District Advisory Board and the Mayor of Everglades City
have provided the Board of County Commissioners with their recommendations for appointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that ROBERT CRAIG, as resident of
the taxing district, and TIMOTHY MOSHIER, as representative of Everglades City, are each
hereby appointed to the Ochopee Fire District Advisory Board, to serve two-year terms expiring
on December 31, 2022.
THIS RESOLUTION ADOPTED upon majority vote the 12th day of January, 2021.
