Agenda 01/12/2021 Item #16D 4 (Extending "Cover-up, Collier" Signage)01/12/2021 EXECUTIVE SUMMARY Recommendation that the Board extends the posting of “Cover-Up, Collier!” signage from December 31, 2020, through the end of the County’s mask mandate at previously designated locations throughout Unincorporated Collier County by the Florida Department of Health in Collier County. OBJECTIVE: To continue to encourage the public to wear masks to impede the transmission of the COVID-19 virus with the placement of “Cover-Up, Collier!” public service announcement signage in specific locations throughout Collier County. CONSIDERATIONS: On September 8, 2020 (Agenda Item #16D16) the Board of County Commissioners (Board) approved the production and placement by the Department of Health of 554 “Cover-Up, Collier!” signs through December 31, 2020. As part of the approved $20M Community Health & Services Initiatives Program (CARES Act) the Florida Department of Health of Collier County, in collaboration with Collier County Community and Human Services (CHS) Division, had “Cover-up, Collier!” signage produced, in both English and Spanish, and placed in conspicuous locations to encourage the public to wear face masks, as appropriate. The Collier County School System, Naples Community Health Systems, and Physicians Regional Health System provided letters of agreement to participate in this campaign. Signs were produced in two (2) sizes and placed at approximately one-hundred and forty (140) locations. The State of Florida has been under a Public Health Emergency since March 1, 2020, and Collier County has been under a local State of Emergency adopted by the Board since March 16, 2020, in response to COVID-19. In coordination with CDC guidelines, on July 14, 2020, the Board adopted Emergency Executive Order No. 2020-05 mandating that individuals wear face-covering in public in certain circumstances to reduce the spread of the virus. The Board has subsequently voted twice to continue the mask order, most recently on October 22, 2020, when the current order was approved and authorized through April 13, 2021. To continue to encourage Collier County residents and visitors to wear masks the Department of Health in conjunction with the CHS Division requests the “Cover-Up, Collier!” signage to continue to be on display until such time as the Board votes to end the mask order or allows it to expire. If approved, the current signs will remain in place until the ending date of the mask order (currently April 13, 2021). After this order expires, the Florida Department of Health will mobilize their Environmental Hea lth Team to remove all signage within seven (7) business days after the recognized end date. FISCAL IMPACT: There is no Fiscal impact associated with this action. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality, and requires majority vote for approval. -JAK GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this recommendation.
