EXECUTIVE SUMMARY
Recommendation to award Request for Quotation (“RFQ”) No. 2010-027, “Collier County DIW
Leachate Storage Tanks Project,” under Agreement No. 19-7525, Annual Agreement for General
Contractor Services, to EBL Partners, LLC in the amount of $569,835.20 (Project No. 70219.4).
OBJECTIVE: To supply and install two 50,000-gallon above ground storage tanks and associated
infrastructure for the collection and disposal of leachate at the Collier County Leachate Deep Injection
Well (“DIW”), located within the Collier County Resource Recovery Business Park.
CONSIDERATION: The Public Utilities Department is responsible for the design, construction,
operation, and maintenance of the DIW and supporting infrastructure. The DIW will manage the leachate
generated from the County’s landfill and is designed to serve as an industry standard, long-term solution
for leachate disposal and relieve the wastewater treatment plant of this high volume and rich nutrient
flow. Furthermore, the pipe network in place that conveys the flow is located under highway 75 and
consists of aged ductile iron pipe.
On October 8, 2019, the Board approved the DIW drilling. Two 50,000-gallon above ground storage
tanks will serve as major system components for storage. The pumps and ancillary equipment will also be
presented to the Board for approval in January 2021.
Staff posted RFQ No. 2010-027, Collier County DIW Leachate Storage Tanks Project, on the County’s
online bidding system to the six contractors under Annual Agreement No. 19-7525 for General Contractor
Services on October 15, 2020. Four of those contractors viewed the bid documents, and two of the six
vendors provided quotations by the bid due date of November 19, 2020, as shown below and on the
attached Bid Tabulation. One of the vendors provided a “No Quote” response, and the remaining three
vendors did not respond by the due date.

The RFQ included a Bid Alternate for additional concrete work, however, staff does not recommend
awarding the Bid Alternative.
Staff determined the lowest quote is fair and reasonable and recommends awarding the base bid to the
lower bidder, EBL Partners, LLC (“EBL”). EBL’s low bid is approximately 13 percent lower than the
engineer’s estimated cost ($654,319.97). The design professional, Golder Associates, Inc., in a letter
dated November 24, 2020, recommends award to EBL. The Quote Tabulation, Quote Analysis, and
Engineer’s letter of recommendation are attached.
Paragraph Number 22. Bonds of Agreement No. 19-7525 requires the contractor to provide Payment and
Performance Bonds when the construction project is in excess of $200,000. Those bonds are provided
as back-up to this item. Staff recommends that the RFQ be awarded to EBL Partners, LLC and that staff
be authorized to issue a Purchase Order to commence this work in the amount of $569,835.20.

FISCAL IMPACT: Budget is provided in Solid Waste Capital Project Fund (474), Project No. 70219
(Landfill Deep Injection Well (DIW)). The source of funding is Solid Waste User Fees.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this

LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT

Dear Mr. Abbott,
The County issued a Request (Quote No. 19-7525), for the procurement and installation of two (2) Leachate (Above
Ground) Storage Tanks. The following approved vendors were invited to bid under the Fixed Term Contract for
‘Annual Agreement for GC Services Contract’ #19-7525:

The deadline to submit bids was 19 November 2020. Two (2) of the six (6) vendors, EBL Partners, LLC and Capital
Contractors LLC submitted bids. Golder reviewed the bids, and the lowest bid, from EBL Partners, LLC was 13
percent below the Engineers’ Estimate. Golder found the bid from EBL Partners LLC to be fair and reasonable,
and recommends the contract be awarded to this Company for the sum of US$569,835.20.
