EXECUTIVE SUMMARY
Recommendation to authorize a budget amendment for the Facilities Management Division in the
amount of $ 6,500,000 to fund two (2) Infrastructure Sales Surtax Projects under the following
categories: HVAC, Roofing, and Capital Equipment Replacement at Sheriff’s and County Facilities
and EMS Substations. (Projects 50221 and 50184).
OBJECTIVE: To provide the necessary funding for the Reliable Building Automation Upgrades project
and the Collier County J1 J2 Jail Generator and Platform project under the HVAC, Roofing, and Capital
Equipment Replacement at Sheriff’s and County Facilities category and to authorize the necessary budget
amendment.
CONSIDERATIONS: Voters approved an additional penny sales tax in November 2018. Collection of
the surtax began on January 1, 2019. Projects outlined in Exhibit A within County Ordinance 2018-21
are eligible to receive funding from the Surtax. Projects must also be compliant with Section 212.055(2),
Florida Statutes. In Exhibit A, there are 3 main categories of projects identified: Transportation Projects,
Facilities & Capital Replacements, and Community Priorities. The following two (2) projects fall within
the Facilities & Capital Replacement category under line item HVAC, Roofing and Capital Equipment
Replacements at Sheriff’s & County Facilities and have been validated by the Infrastructure Surtax
Citizen’s Oversight Committee.
On December 2nd, 2020, the Infrastructure Surtax Citizen’s Oversight Committee validated the funding of
$4,000,000 for the Reliable Building Automation Upgrades (Project 50221) agenda item 8.B.1. The
Reliable Building Automation Upgrades project will serve the current and future needs of Collier County
by upgrading the antiquated HVAC controls with open source native BACnet protocols. This will enable
in-house training for staff to maintain and replace components without relying on proprietary vendors.
Additionally, the Reliable control system has the capability to directly integrate with other BACnet
systems such as lighting, fire alarms, and security and access controls to create a comprehensive platform
for improved County-wide building management.
On December 2nd, 2020, the Infrastructure Surtax Citizen’s Oversight Committee validated the funding of
$2,500,000 for the Collier County J1 J2 Jail Generator and Platform (Project 50184) agenda item 8.B.2.
To mitigate power outages during future hurricanes, the scope of work for the J1 J2 Jail Generator and
Platform will include a direct material purchase and installation of a 2500 kW generator that will provide
emergency power for J1 and J2 Jail. Additionally, we are actively pursuing grant funding through FEMA
that will cover 75% of the cost to purchase the generator. Also included will be two (2) 12,000 -gal diesel
storage tanks with enough fuel to power the Jail for seven (7) days as requested by the Collier County
Sheriff’s Office (CCSO). The entire assembly will be installed on a permanent support platform with a
hurricane rated enclosure.
FISCAL IMPACT: A budget amendment is necessary to allocate funding from Reserves within the
Infrastructure Sales Tax Fund (318) to each of the following projects:
