EXECUTIVE SUMMARY
Recommendation to appoint three members to the Library Advisory Board.
OBJECTIVE: To reappoint two current members and appoint one new member to the Library Advisory
Board, to four-year terms expiring on December 31, 2024.
CONSIDERATIONS: This 5 member committee was created by Ordinance No. 88-71 to advise the
Board of County Commissioners on the operations and proposed budget for the Collier County Library
System. Membership is composed of 5 members representing the 5 commission districts. Terms are 4
years. A list of the current membership is included in the backup.
Three seats on this board will expire on December 31, 2020. The pending vacancies were advertised and
applications were received from the following:

Term limits apply to the membership of this committee, per Code of Laws Sec. 82-28, Terms of Office,
which states:
(1) Each appointment or reappointment shall be for a term of four years. A person shall not be
considered to have served a full term of office unless that person has served at least two years.
All terms of office shall expire on December 31.
(2) A member of the Library Advisory Board may be reappointed by the Board of County
Commissioners for only one successive term. This one term reappointment limitation shall not
be extended. However, other qualified applicants may be considered for any vacancy.
Appointments to fill any vacancies on the board shall be for the remainder of the unexpired
term of office.
(3) Notwithstanding the above, an individual may be reappointed to the board after a hiatus of
at least two years.
This restriction is not applicable to any of the candidates, as Ms. White has served only one four-year
term, Ms. Gagnon’s current service was a partial term of one year and seven months followed by a full
four-year term, and Ms. Grieve’s previous six years of volunteer service was foll owed by a four-year
hiatus before reapplying.
ATTENDANCE: During the past two years, Ms. White has had two absences, and Ms. Gagnon has had
four absences.

COMMITTEE RECOMMENDATION: At its meeting on November 18, 2020, the committee
reviewed the above applications and unanimously recommended that Ms. White and Ms. Gagnon each be
reappointed to their respective seats, and Ms. Grieve be newly appointed to the committee representing
Commission District 2, to four-year terms expiring on December 31, 2024. Recommendation memos are
included in the backup.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Committee
Recommendation, and authorizes the Chair to execute the attached resolution confirming the
appointments.

Resident of Florida since the Early 1960s; Orlando. My wife Georgeann and I were married in Naples.
When there was an opportunity for my wife to work for Collier County Library, I applied at Arthrex. On
the day of my interview, she found our future home in Valencia Lakes. We moved here January 2017. As
a long time resident of Orlando and avid Library patron; I feel that I understand current and future
needs of a library system. When I moved to Orlando, Disney was just an idea and Orlando was 1/10th of
it's current population, from 200,000 people to around 2 million today. I practically lived in the library as
a child and when raising my family, everyone had a library card. We frequented many of the branches.
Watching the growth of our Naples area, I see opportunities for our Library system. As a Project
Manager / Business Analyst, I feel that I can help guide our Library to grow with our beautiful
community. We have to be smart in our decisions for the Library. We must be able to support our
community as it changes; but we also do not want to lose our identity.

This 5 member committee was created by Ord. No. 88-71 to advise the Board of County
Commissioners on the operations and proposed budget for the Collier County Library System.
Membership is composed of 5 members representing the 5 commission districts. Terms are 4
years.
Term limits apply to this committee, per Code of Laws Sec. 82-28, Terms of Office: “The terms of
office of the library advisory board shall be as follows:
(1) Each appointment or reappointment shall be for a term of four years. A person shall not be
considered to have served a full term of office unless that person has served at least two years…
(2) A member of the library advisory board may be reappointed by the board of county
commissioners for only one successive term. This one term reappointment limitation shall not be
extended…
(3) Notwithstanding the above, an individual may be reappointed to the board after a hiatus of at
least two years.”

RESOLUTION NO. 2020 - ____
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, APPOINTING CARLA GRIEVE AND
REAPPOINTING JOY WHITE AND MARJORIE HALL GAGNON TO
THE LIBRARY ADVISORY BOARD.
WHEREAS, Collier County Ordinance No. 88-71, confirmed the establishment of the
Library Advisory Board, which advises the Board of County Commissioners on the operations
and proposed budget for the Collier County Library System; and
WHEREAS, Ordinance No. 88-71, as amended, provides that the Advisory Board shall
consist of five members; and
WHEREAS, three seats on this Advisory Board will expire on December 31, 2020,
representing Commission Districts 2, 4, and 5; and
WHEREAS, the Board of County Commissioners previously provided public notice
soliciting applications from interested parties; and
WHEREAS, the Library Advisory Board has provided the Board of County
Commissioners with its recommendations for appointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that CARLA GRIEVE, resident of
Commission District 2, is hereby appointed to the Library Advisory Board to serve a four-year
term expiring on December 31, 2024; and
BE IT FURTHER RESOLVED that JOY WHITE, resident of Commission District 4,
and MARJORIE HALL GAGNON, resident of Commission District 5, are each hereby
reappointed to the Library Advisory Board to serve four-year terms expiring on December 31,
2024.
THIS RESOLUTION ADOPTED upon majority vote on this 8th day of December, 2020.
