EXECUTIVE SUMMARY
Recommendation to reappoint five members to the Development Services Advisory Committee.
OBJECTIVE: To reappoint five members to the Development Services Advisory Committee (DSAC) to
four-year terms expiring on December 14, 2024.
CONSIDERATIONS: This 15 member committee was created by Ordinance No. 93-76, as amended, to
provide reports and recommendations to the BCC to assist in the enhancement of operational efficiency
and budgetary accountability within the Growth Management Division and to serve as a primary
communication link between the Growth Management Division, the development industry and the
citizens of Collier County. This committee represents the various aspects of the development industry
such as architect, general contractor, residential or building contractor, environmentalist, land planner,
land developer, landscape architect, professional engineer, utility contractor, plumbing contractor,
electrical contractor, structural engineer, and attorney. Terms are 4 years. A list of the current
membership is included in the backup.
Five seats on this committee will expire on December 14, 2020. The pending vacancies were advertised
and applications were received from the following:

NOTE: Term limits apply to the membership of this committee, per Code of Laws Sec. 2-1033(b),
Terms of Office, which states: “Thereafter, each appointment or reappointment shall be for a term of
four years. Terms of office shall be limited to two consecutive terms of service.” This restriction is
applicable to all of the reapplying candidates excepting Mr. McLean.
ATTENDANCE: In the past two years, Mr. McLean, Mr. Mulhere, and Mr. Sterk have each had two
excused absences; Mr. Varian has had one excused absence; and Mr. Dunnavant has missed no meetings.
Attendance records are included in the backup to this item.
COMMITTEE RECOMMENDATION: At its regular meeting on November 4, 2020, the committee
voted to recommend that Mr. Varian, Mr. Dunnavant, Mr. McLean, Mr. Mulhere, and Mr. Sterk, each be
reappointed to their respective seats, to four-year terms expiring on December 14, 2024. The committee
further requests that the Board of County Commissioners waive any term limit restrictions which would
prevent these members from continuing their volunteer service on this committee. A recommendation
memo is included in the backup to this item.

RESOLUTION NO. 2020 - ____
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, REAPPOINTING FIVE MEMBERS TO
THE COLLIER COUNTY DEVELOPMENT SERVICES ADVISORY
COMMITTEE.
WHEREAS, Ordinance No. 93-76, as amended, established the Collier County Development
Services Advisory Committee (DSAC) to serve as a primary communication link between the Growth
Management Department, the development industry, and the citizens of Collier County; and
WHEREAS, Ordinance No. 93-76, as amended, provides that this Advisory Committee shall consist
of fifteen (15) members who represent the various aspects of the development industry and, when possible,
shall include one or more members from specified classifications; and
WHEREAS, there are five seats on this Advisory Committee expiring on December 14, 2020; and
WHEREAS, the Board of County Commissioners previously provided public notice soliciting
applications from interested parties; and
WHEREAS, DSAC has provided the Board of County Commissioners with its recommendation for
reappointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, that WILLIAM VARIAN, DAVID DUNNAVANT, MARK MCLEAN,
ROBERT MULHERE, and JEREMY STERK, are each hereby reappointed to their respective seats on the
Collier County Development Services Advisory Committee upon the expiration of their current terms, to
serve new four-year terms expiring on December 14, 2024; and
BE IT FURTHER RESOLVED that the term limit restrictions for DSAC members as stated in the
Code of Laws, Section 2-1033(b), are hereby waived for purposes of this reappointment.
THIS RESOLUTION ADOPTED upon majority vote on the 8th day of December, 2020.
