Agenda 12/08/2020 Item #16D 8 (Fish & Wildlife Landowner grant McIlvane Marsh Preserve)12/08/2020 EXECUTIVE SUMMARY Recommendation to approve the electronic submittal of a Partners for Fish and Wildlife Program Landowner grant proposal for $15,000 to the U.S. Fish and Wildlife Service for fish and wildlife habitat restoration at McIlvane Marsh Preserve. OBJECTIVE: To restore fish and wildlife habitat at McIlvane Marsh Preserve. CONSIDERATIONS: The Partners for Fish and Wildlife (PFW) Program is a voluntary, incentive- based federal program that provides direct technical assistance and financial assistance in the form of cooperative agreements to private landowners to restore and conserve fish and wildlife habitat for the benefit of federal trust resources. Restoration proposed under this project submittal includes invasive, exotic plant removal and management at Conservation Collier’s McIlvane Marsh Preserve. The County received a $10,000 grant from the PFW Program on July 14, 2020 (Agenda Item #16D14) for the treatment of 53.64 acres within McIlvane Marsh. If this application submittal is approved, a $15,000 grant proposal for the treatment of 80.46 acres within McIlvane Marsh will be submitted to the PFW Program in January 2021. If funding is received, staff will bring to the Board of County Commissioner (Board) for approval a landowner agreement between Collier County and the U.S. Fish and Wildlife Service (USFWS) that will allow five (5) years for the grant funds to be expended. Administrative requirements and terms and conditions of the grant agreement will be outlined in a USFWS award letter which Collier County will receive after the execution of the grant agreement. FISCAL IMPACT: The total cost of the project is $30,000. Collier County would receive $15,000 in reimbursable USFWS funds in FY21 and a fifty percent (50%) match would be met with $15,000 currently budgeted for treatment of exotic plants within McIlvane Marsh Preserve in the FY21 Conservation Collier Land Management Fund (174) Operating Budget. GROWTH MANAGEMENT IMPACT: The project will support Objective 7.3 of the Conservation and Coastal Management Element, which requires the County to continue to implement programs that conserve and protect endangered and threatened wildlife species.
