Agenda 11/10/2020 Item #16F 8 (Allow Remote Participation due to COVID-19)16.F.8 11/10/2020 EXECUTIVE SUMMARY Recommendation to make a finding that concern over spreading or contracting COVID-19 constitutes an extenuating circumstance for purposes of remote participation in a public meeting by a member of a Board or Advisory Committee. OBJECTIVE: To allow remote participation in the proceedings of a public meeting by a member of a Board or Advisory Committee who would otherwise not participate due to concerns about the COVID-19 virus. CONSIDERATIONS: As part of the response to the public health emergency caused by COVID-19, on March 20, 2020, Governor DeSantis signed Executive Order 20-69 - Local Government Public Meetings which waived the requirement for a physical quorum to conduct public meetings and encouraged the implementation of remote meetings to protect the public and follow CDC guidance regarding social distancing. This order was extended several times but allowed to expire effective November 1, 2020. As a result of the expiration of this order, a physical quorum is required in order to conduct business in a public meeting. Provided there is a physical quorum, a member of a board may be allowed to participate remotely, if a member of the board who is physically present makes a motion determining that extenuating circumstances exist and authorizing the remote participation. The motion must be passed by a majority of the members present before the remote participant can be admitted. Remote participation of the public or any presenters is not impacted by this change. The purpose of this Executive Summary is for the Board to make a finding that concern over spreading or contracting COVID-19 constitutes an extenuating circumstance for purposes of remote participation by a member of a Board or Advisory Committee. FISCAL IMPACT: There is no fiscal impact associated with this action GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
