EXECUTIVE SUMMARY
Recommendation to appoint a member to the Golden Gate Community Center Advisory Board,
and to declare a vacancy.
OBJECTIVE: To appoint one member to the Golden Gate Community Center Advisory Board to serve
the remainder of a term expiring on December 31, 2022, and to declare a seat vacant where the appointed
member has not attended any meetings.
CONSIDERATIONS: This 5-member committee was created by Ord. No. 75-4, as amended, to advise
the Board of County Commissioners on the budget and operation of the Golden Gate Community Center.
Members must reside within the boundaries of the Golden Gate Community Center Municipal Services
Special Taxing District. The terms are three (3) years. A list of the current membership is included in the
backup.
There is one vacant seat on this committee. The vacancy was advertised, and the following application

A member of this committee, Ms. Norma Lees -Davis, has not attended any meetings since she was
appointed on October 23, 2018. Collier County Ordinance No. 2001-55, as amended, provides that if any
board member is absent from two (2) consecutive meetings without a satisfactory excuse acceptable to the
board chairperson, the board chairperson shall state such fact at the next board meeting and if the
Commission concurs with the chairperson's notification, the Commission shall declare the board
member's position to be vacant.
COMMITTEE RECOMMENDATION: The committee voted to recommend that the Board of County
Commissioners appoint Mr. Brice to the committee, to fill the remainder of a vacant term which shall
expire on December 31, 2022. It is further recommended that Ms. Lees -Davis' absenteeism be deemed a
tender of resignation and that her seat be declared vacant. A recommendation email is included in the
backup.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: To adopt the Committee Recommendation, and:
1. declares Norma Lee -Davis' seat to be vacant;
2. appoints Willie Brice III to the committee;
3. authorizes the Chair to execute the attached resolutions confirming the appointment and
declaration of vacancy; and
4. directs the County Attorney to publicize the vacancy.

Brice on the Board filing the vacant seat held by William Arthur. We also still have a vacant seat that was never filled by

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, APPOINTING WILLIE BRICE III TO
THE GOLDEN GATE COMMUNITY CENTER ADVISORY BOARD.
WHEREAS, on February 18, 1975, the Board of County Commissioners (Board) adopted
Ordinance No. 75-04, as subsequently amended, establishing the Golden Gate Community
Center Advisory Board to advise the Board on the budget and operation of the Golden Gate
Community Center; and
WHEREAS, Ordinance No. 75-04, as amended, provides that the Advisory Board shall
be composed of three to five electors residing within the Golden Gate Municipal Services
District; and
WHEREAS, there is a vacant seat on this Advisory Board; and
WHEREAS, the Board of County Commissioners previously provided public notice
soliciting applications from interested parties; and
WHEREAS, the Golden Gate Community Center Advisory Board has provided the
Board of County Commissioners with its recommendation for appointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that WILLIE BRICE III is hereby
appointed to the Golden Gate Community Center Advisory Board, to serve the remainder of a
vacant term which shall expire on December 31, 2022.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
OF COLLIER COUNTY, FLORIDA, that the seat previously occupied by Norma Lees -Davis is hereby
declared vacant on the Golden Gate Community Center Advisory Board.
THIS RESOLUTION ADOPTED upon majority vote on the 271}i day of October, 2020.
