OBJECTIVE: To approve the selection committee's ranking and obtain authorization for staff to begin contract negotiations with Schenkel & Shultz Inc., concerning RPS # 20-7753, "Design Services for Collier County EMS Stations." CONSIDERATIONS: On April 9, 2020, the Procurement Services Division released notices of RPS # 20-7753, Design Services for Collier County EMS Stations. The County notified 11,947 firms, 137 interested firms viewed the solicitation information, and staff received five proposals by the May 15, 2020 deadline. A selection committee initially met on July 1, 2020, reconvened on August 18, 2020, received presentations and ranked the firms as follows: Firm Names Final Ranking Schenkel & Shultz, Inc. 1 Stantec Consulting Services, Inc. 2 Parker/Mudgett/Smith Architects, Inc. 3 Staff recommends that the Board approve the selection committee's ranking of the top three firms and authorize staff to begin contract negotiations with the top -ranked firm, Schenkel & Schultz, Inc., in accordance with the Consultants' Competitive Negotiation Act, Florida Statutes § 287.055. In the event that staff is unable to reach an agreement to bring back to the Board with Schenkel & Shultz Inc., it will continue negotiating with the remaining firms in ranked order until a recommended agreement can be brought back for the Board's consideration. FISCAL IMPACT: There is no fiscal impact associated with this Executive Summary. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -SRT GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan associated with this Executive Summary. The Consultant, at a minimum, must achieve the requirements of the Specifications or Scope of Work stated. Collier County is pursuing the design and eventually construction of two (2) Emergency Medical Center (EMS) facilities to support the growing population of the County. The projects are intended to be constructed on two (2) County owned properties; one located in the Golden Gate Estates area at the intersection of Desoto and Golden Gate Blvd and the other located in North Naples in a business park adjacent to Old 41. (see attachment A: Location Map). This RPS will result in an award for all design services associated with the two (2) proposed EMS stations. BACKGROUND Collier County EMS has historically utilized a protype design, modified and updated over several years, to construct new stand- alone EMS stations. For informational purposes the protype has been provided, see attachment B EMS Prototype 2020. The most recent iteration of this prototype is EMS Station 25 at Hacienda Lakes, Permit Number PRBD20190100504. While this basic layout has been effectively utilized for stand-alone and single partner stations, one or both of the facilities may include multiple stakeholders that make necessary a fresh look at the layout. Collier County is currently working with the consultant Q Grad Minor to facilitate the conditional use of the property and draft preliminary applications to the US Army Corp of Engineers and South Florida Water Management District on the Golden Gate Estates property. All work products, reports and surveys will be provided as they become available to accomplish the project work. The Design Firm will be expected to work with Collier County staff and coordinate as necessary with partner organizations such as local fire districts, Collier County Sheriff's Office and other constitutional offices. TERM OF CONTRACT County reserves the right to modify this scope during negotiations for budgetary reasons. The contract term, if an award is made is intended to be for the duration of the projects. Prices shall remain firm for the initial term of the awarded contract. Surcharges will not be accepted in conjunction with this award, and such charges should be incorporated into the pricing structure. DETAILED SCOPE OF WORK The Consultant shall provide the full scope of design, permitting, bidding and contract administration services necessary to complete the projects as described including but not limited to the following: 1. Provide all programming and preliminary design documents for use in establishing the basis for the final design of the site and buildings. These documents will include site plans, floor plans and building elevations in sufficient detail to illustrate the program of spaces, convey general building and site design and generate a project budget. 2. Prepare and submit for all permits related to the project, including the building permit, and ensure ne 16.C.5.d permitting is completed to facilitate project schedule. Coordinate with the Construction Manager as necessary during the submission of the building permit. 4. Facilitate required public outreach and meetings necessary to complete a project of this size and scope in this specific location. 5. Coordinate with Collier County Real Property Management on all necessary easements and/or encumbrances. 6. Coordinate with County staff to develop an effective and efficient program, acquire all necessary permits in a timely manner, provide a design suitable for the intended use incorporating best design practices for efficient and resilient building. 7. Coordination with the County's contracted General Contractor and/or Construction Manager throughout the project timeline to ensure value, constructability and an efficiently planned and constructed facility. 8. Provide final design documents including, but not limited to, architecture, civil engineering, structural engineering, mechanical, electrical and plumbing (MEP) engineering, low voltage/technology and landscape architecture documents required for permitting and construction. 9. Facilitate and attend all project meetings, prepare agendas, generate meeting minutes and provide follow up on tasks. 10. If available, utilize the County's project management platform throughout the project for all project communications, document management, approvals, site observations, requests for information, etc. IF the County's platform is not available, utilize another industry standard platform as necessary. 11. Provide the County all necessary and appropriate documents for review throughout each review point of each phase of the project. 12. The awarded firm shall appoint a person to act as a primary contact for the duration of the project. This person (or their back-up) shall be readily available during the normal working hours of 8:OOAM to 5:OOPM by phone or in person and shall be knowledgeable of the overall project status and activities. Architecturanngineering Services 1. Preliminary Site and Building Design: ■ Generate schematic floor plans and site plans to illustrate the proposed design for each phase of the project. ■ Generate three-dimensional and BIM/Rivet models. ■ Review the design options along with the preliminary cost estimates with Collier County Facilities and implement any changes and/or modifications to the preliminary design documents. ■ Coordination with Transportation Division and other organizations to incorporate any required traffic impact mitigation elements into design of the project. ■ Schedule and attend Site Development Plan (SDP) Pre -application meeting with Collier County Growth Development Services based on the selected sitelbuilding plan (SDP pre -application fee paid by Collier County). ■ Provide Architects/engineers opinion of construction cost for use in establishing the project budget. 2. Final Design: ■ Site Development Plan (SDP) submittal. ■ Provide 30/60/90 percent construction drawing submittals for review by Collier County. Document and track the disposition of all County comments and feedback to ensure full and complete capture of stated needs. ■ Provide evaluation of Construction Manager's value engineering report if applicable and coordinate with Collier County to incorporate the desired items. ■ Provide construction documents including drawings and specifications to comply with the current Florida Building Code, in sufficient detail for bidding, permitting and construction. ■ Meet all appropriate codes and standards for the design of government buildings including all federal, state and local requirements. ■ Conduct a 60% completion stage project peer review to provide QA/QC of the contract documents and cost estimate prior to submittal to the County. This review will be conducted by experienced personnel not involved in the day-to-day design of the project to ensure a "fresh eyes" review. ■ Provide detailed designs relating to ADA accessibility to ensure all requirements are clear and detailed. ■ Provide finish & color selections coordinated with the stakeholders of each phase. Ensure full coordination of design documents between trades and design disciplines. ■ Include all low voltage and technology designs as part of the design package. Coordinate with County's Information Technology (IT) Division, contract vendors, Facilities Management and other appropriate specialties to provide a full design package that includes all low voltage systems. ■ Coordinate with the County and/or Construction Manager to provide detailed layout drawings of the furniture, fixtures and equipment as necessary. ■ Submit any and all documents on behalf of the County for building permit review, provide any support during that process to achieve a permit status of "Ready for Issuance". ■ Produce a complete "For Construction" package of drawings and specifications, in preparation for bidding and c coordinate with the Construction Manager to support the bidding process of each phase. r 3. Contractor Bidding Phase: ■ Coordinate with Construction Manager and/or Collier County Procurement during bidding for each phase of the project. ■ Attend all pre -bid conferences. ■ Respond to contractor/subcontractor questions within three (3) business days. ■ Prepare written Addenda, if applicable. ■ Review bids and alternates and coordinate with Construction Manager and/or Collier County Procurement to provide bidder reference checks and bid evaluation. ■ Coordinate with Collier County Staff to provide owner with pricing analysis for each phase. 4. The SchenkelShultz team brings the following expertise to design your new EMS Stations. DEDICATED AND EXPERIENCED TEAM Leading the SchenkelShultz team is Gary F. Krueger, AIA, Project Manager / Project Architect, who will guide our team and remain involved from inception through completion of the project. Gary has led our Southwest Florida offices for more than 20 years, including more than 2.7 million SF of projects in Collier County. He understands the local market, applicable codes and will lead the day-to-day project management of the new EMS Stations. Working alongside Gary is Johnnie D. Lohrum Jr., RA, LEED® AP, SchenkelShultz's leading Public Safety Architect who will serve as the Principal - in -Charge on this contract. He will use his recent experience on more than 2 million SF of public safety projects, including multiple fire rescue / EMS stations, to bring your vision to life and ensure that the project is in compliance with all of the Department of Emergency Management Services' requirements. Additionally, Patrick L. Hartig, LEED® AP, will serve as the Production Lead using his more than 2.1 million SF of projects in the last 5 years to ensure that our documents are comprehensive utilizing Building Information Modeling (BIM) technology. Pat will combine his recent documentation experience on 4 public safety projects and Collier County project experience, having worked on the Naples Airport Aircraft Rescue and Firefighting Facility (ARFF), Kraft Office Center, and the Naples Beach Hotel Renovations, gained over the last 23 years in Southwest Florida. SchenkelShultz has designed numerous public safety facilities, encompassing fire stations with EMS components, 911 centers, emergency operations centers and public safety training centers. This experience totals more than 15 fire stations, including the design of Sarasota County Fire Rescue Station #9, the City of DeLand's new Fire Rescue Station #81 and Flagler County's new prototype fire stations. Additionally, we have completed 3 Aircraft Rescue and Firefighting Facilities (ARFF) stations on airport campuses, including the Naples Airport which is set to complete this summer. The design took into consideration the regional and architectural vernacular prevalent on the island and was designed to meet all current standards for a hardened building against hurricane and seismic activity. Project Approach, Willingness to Meet Time and Budget Requirements As previously demonstrated throughout this proposal, SchenkelShultz has extensive experience responding to and executing similar projects. Effective management of a multidisciplinary project team requires effective upfront planning and scheduling. Gary F. Krueger, AIA, Project Manager / Project Architect will lead the project out of our Fort Myers office. He will begin by setting priorities and assignments, in coordination with the County's project manager. Gary will also develop a detailed work plan that assigns resources for each task and creates a preliminary schedule in appropriate software as described in our communication plan. Gary will attend all required meetings from the beginning through the end of the project, including through construction administration. Patrick L. Hartig, LEED® AP, Production Lead and Nathalie White, Production Support are also located in our Fort Myers office. Since our Project Manager, construction administration and design resources are local, we can meet and review administrative and construction issues in person quickly. Garywill oversee design compliance, submissions, costs, drawing production, publishing schedule, and constructability analysis. While direct lines of communication are critical between all partners, he is the day-to- day contact through which design information gets routed to the rest of the team. This open line of communication fielded through the prime firm achieves early design coordination, minimizes installation conflicts, and maintains a productive installation schedule. Johnnie D. Lohrum, RA, LEED® AP, Principal-in- Charge/Public Safety Architect, will be responsible for project direction including, budget, schedule and contract management, as well as leading the design for the project. Our design team begins each of our public safety projects with a Consensus Building Design Process to ensure that we understand and address the vision of our clients, while seeking input from the user groups and stakeholders who will be responsible for operating and maintaining the facility throughout its lifetime. KICKOFF MEETING The process for the Collier County EMS will begin with a kick- off meeting to discuss the County's goals and objectives for this project. This meeting will involve a core group of decision makers, including representatives of your facilities team, IT staff, and EMS and Fire Services who will remain engaged throughout the entire process. In addition, during this initial meeting, we will discuss schedules, roles, budget, primary means of communication, and we will work to generate the level of passion and commitment that this project deserves. At this partnering session, design and construction processes will be formed along with a collaborative team to ensure a comprehensive project delivery with constant involvement in all phases by the County's design criteria representatives and end users. Our team and the County will establish a shared commitment to the project and establish a schedule for programming meetings corresponding to design package milestones. The design and construction on this project necessitates an extraordinary trusting partnership between SchenkelShultz, the selected contractor and Collier County. COMMUNICATION PLAN SchenkelShultz's approach to managing the communication among all team members for this project focuses first on establishing regularly scheduled meetings with key stakeholders from the start. Project meetings will occur bi- weekly and each of these meetings will have a specific agenda with clear and focused goals and objectives. The SchenkelShultz team recommends face-to-face workshops for primary meetings, with teleconferences to supplement further communication among the team. Prior to all meetings, both physical and virtual, Gary will issue an agenda to ensure that all members are well prepared and the meetings are productive by remaining on -task. At the start of the meeting, SchenkelShultz also utilizes a sign -in sheet in order to keep a record of those present at the meeting, as well as document contact information for follow-up items after the meeting. The documentation of detailed notes during all project workshops and teleconferences is critical to further enhancing the team's communication abilities. Gary will be the primary person responsible for documenting meeting notes, which includes all written, verbal and drawn communication for Collier County. A key element of SchenkelShultz's approach to meeting notes is to highlight and summarize the "who, what and when" of any item that requires action by the team. SchenkelShultz is also committed to producing design documents using Building Information Modeling (BIM) software to design in 3D. This allows our team to easily refine the coordination of architectural, structural, MEP systems and to produce the schematic pricing drawings, visualize design options in 3D, identify spatial coordination issues, track net and gross floor area, and generate data about the design for pricing exercises, energy modeling, and sustainability initiatives. Additionally, through our experience, SchenkelShultz knows that the key to maximizing use of the BIM model is the development of a BIM Execution Plan before design ever begins. The BIM process begins with a meeting that involves the Client Project Manager, the entire design team and the Construction Manager, if applicable, to collectively determine the level of detail for the BIM model. Once consensus is reached, these key objectives are incorporated into the BIM Execution Plan which becomes a guide for decisions that will be made throughout the course of the project. SITE ANALYSIS / MASTER PLANNING SchenkelShultz has been involved in the development of more than 150 master plans for clients throughout Florida. On the new EMS station, our local Civil Engineer, Delisi Fitzgerald will also play a large role in this stage of the project, as well as provide Civil engineering services. Their local experience and knowledge will be invaluable in assisting the County in determining the best solutions for each site. Evaluation of the pros and cons of possible site options will be a critical first step to identify the best solution for the project. Proximity to available utilities, impacts on existing systems, and avoidance of conflicts with existing infrastructure will also be evaluated. Together, we will begin with a master plan to develop secure and unsecure zones for public and private use. Facility entry, along with CPTED design solutions around the building, will bring the necessary site security together with the Space Needs Assessment square footages to develop the actual building area. The building layout is developed with a good understanding of the staff needs, standards, and response to the surrounding context with respect to setbacks from the street and adjacent property, and sustainable design practices. PROTOTYPE PROGRAMMING / NEEDS ASSESSMENT The programming / needs assessment stage is critical to ensure a successful design for the new prototype. While the County has an existing prototype design, it is still important to gain an understanding of your full needs to evaluate all options. Each site and context conditions will have different criteria that will require different solutions. During this stage, we would like to tour other facilities with key stakeholders of the project. The objective of this exercise is to gain a better understanding of your goals for the project and the specific functions your building will need to support throughout its lifetime. Once we have obtained initial information from the determined stakeholders, we can evaluate population growth of the sections of Collier County being served by each station to help calculate your square footage requirements. From this, we will develop a proposed Space Needs Analysis to determine what the gross building square footage should be, the average square footage per person and projections for 5, 10, and 20 year future requirements and compare this to your EMS station design. The Space Needs Analysis will provide an itemized list of the required spaces in the facility that meet all standards and the needs of County staff. EMS STATION DESIGN Successful EMS Station design can best be achieved when the Measures of Success are well understood by the entire design and planning team. Your project has its own unique measures that respond to the unique features of your site and the unique approach to service delivery provided by Collier County leadership and personnel. Still, there are some common ways that success may be measured. Operational effectiveness of the new facilities will often come from a fundamental understanding, by the design team of daily duties of EMS staff. The process used to engage your staff that will use the new facility will be and their level of engagement in the process is often directly proportional to the quality of the final design. The new Collier County EMS Stations will be like no other public building. These facilities are a place for work, on -going training, emergency response and will serve as a home away from home for the crew. When asking EMS what is important in the design process they stress the importance of designing a facility that can truly serve as their house. They take pride in the facility excellence and have a lot of experience and knowledge about what makes a facility design successful. Today's EMS personnel are well - trained professionals. The consistent emphasis on preparation for emergency response and building skillsets to be prepared for a diverse variety of safety, rescue, hazmat and other skills is vitally important to coming home safe. A facility and site design that integrates "built-in" training features can best be achieved through experience with EMS station design and by engaging with folks who will use the facility to understand and provide for their diverse training needs. We will continue to collaborate with you to refine the designs to determine the best layout, systems and materials to achieve your goals. DESIGN DEVELOPMENT Once the design concept is agreed upon and schematic drawings are produced, the details will start to be refined. The process usually begins with an analysis of the site plan, floor plans, elevations and building volumes. The goal is to develop a more detailed set of drawings and information from which the building and site systems can be accurately designed. Then, as we examine designs for each of the building and site systems, we will integrate civil, electrical, mechanical, fire protection, and structural engineering with architectural volumes and interior spaces. In addition to drawings and other documents, we develop an outline specification that describes the methods and materials utilized in the project. We will also work closely with the selected contractor to help them compile a detailed cost estimate based on the refined floor plans, initial engineering and outline specification. CONSTRUCTION DOCUMENTS / BIDDING Based on a firm design foundation, cost analysis and detailed schedule, the development of Construction Documents is implemented in the shortest possible time. The final stage of construction document preparation includes another independent, in-house value analysis in the context of the program to ensure that the most cost-effective judgments have been made by the entire planning/design group. The analysis is conducted concurrently with the preparation of detailed cost estimates. These activities are summarized with priority recommendations before being released for construction bidding. If final adjustments are required, they are made at this time in order to obtain Owner/User/Agency approval. Simultaneously, assistance is provided in the development and evaluation of bidding lists, advertising, clarification (addenda) and pre -bid conferences. Therefore, as part of our comprehensive team approach all design elements and estimates will be fully vetted, early and often, through a transparent collaborative process with all required County team members. Cost estimating and control involves establishing realistic cost assumptions BEFORE design starts. We will deliver a clear matrix that focuses on the eight major budget areas, including overall building gross square feet (GSF), program net to gross ratios, site systems, structural systems, building envelope, HVAC systems, electrical systems and interior construction. These eight major items relate to 80% - 90% of the total construction cost of your project. By establishing an appropriate gross to net ratio and closely monitoring the building's floor area building systems against agreed upon benchmarks, we can design a building to meet the budget and keep the project's construction cost on track at all phases. Our design process integrates with regular cost estimates to verify our status of staying within the budget. Early square footage cost estimates will be drawn from our cost database, which contains more than 60 million SF of projects we have designed, including more than 100 Municipal projects and is organized by square foot cost by division, by percentage cost per system and whether delivery was by construction manager, general bid or negotiated. In sharing all this information with our consultant team SchenkelShultz is able to bring to you and the selected CM (if this method is chosen) current budget data that will facilitate the best return on the investment through historical perspective of similar project types. As the project is developed to a higher level of detail, we will work at each project stage to develop interval cost estimates. In the final analysis, the project must be constructed within the established budget. Bunk rooms, training rooms, and conference rooms are just a few examples of these types of spaces. It becomes critical, during the programming and conceptual phases, to find ways to combine the uses of these types of spaces in an effort to create a fiscally responsible, lean facility that still meets your every requirement. As an expert in the design of Fire and EMS stations, we will work closely with you to identify ways to achieve a multi -use facility that meets your unique needs while being as efficient as possible. FISCAL STEWARDSHIP / GRANT FUNDING As part of our comprehensive team approach, with County interest, we can engage during design the expertise of a Grant Writer to work on the County's behalf to gain additional funding through potential grants available. Our team also has a significant amount of experience helping our clients procure state and federal grant funding while also helping to manage the documentation and administration process required to fulfill the grant requirements. CURRENT PROTOTYPE DESIGN We have evaluated your current EMS prototype design elevations and floor plans and have compiled several opportunities for enhancement: • Floor plan modification that may make your workflow more efficient • Elevation modifications that will enhance the quality of the design, but also reduce the construction cost • Per the above, safety protocols that can be incorporated into the design / crew philosophies to enhance the safety of your first responders • Potential multi -use spaces that may make the floor plan more efficient and ultimately reduce construction costs. • Modifications to public spaces that may enhance the stations' effectiveness in the community. COST CONTROL ON SIMILAR RECENT PUBLIC SAFETY PROJECTS Volusia County Fire Rescue Station No. 17 Construction Method - Design -Bid -Build Construction Budget-$7,335,220 Construction Cost - $6,190,053 Change Orders - Even though this was a hard bid project, the design team worked closely with the owner and the selected contractor to help control costs. All proposed change orders were vetted in detail by the entire design team, including consultants, to verify legitimacy with the bid documents and accuracy of proposed costs. It is always critical to understand if costs are first costs that would have been required to complete the project anyways, or additional costs due to errors or omissions. SchenkelShultz takes change orders very seriously. While it is always the goal to eliminate change orders completely, most projects will ultimately need to deal with them in some way. This project did have some proposed minor HVAC and Structural change orders. The design team negotiated with the contractor to make sure the costs associated with those changes were covered and didn't increase the overall construction cost. All other proposed changed orders were due to owner directed changes in scope. City of Naples Airport Authority Aircraft Rescue & Firefighting Facility Construction Method - Design -Bid -Build Construction Budget - $5,900,000 Construction Cost-$4,800,000 Change Orders - The only significant change was owner directed during permitting. The building department required our Civil Engineer to raise the finish floor elevation. This required costs for the additional fill. Raising the building also meant that the roofline interfered with the FAA required sightlines from the adjacent air traffic control tower. Our solution was to modify the building's roof pitch to meet the FAA requirements. We worked closely with the owner, design team and contractor, to give the tower the required sight lines. Project Approach, Willingness to Meet Time and Budget Requirements Volusia County Sheriff's Evidence Facility Construction Method - Construction Manager Construction Budget-$12,000,000 Construction Cost -$1 1,794,504 Change Orders - One of the most significant challenges on this project was the fact that leadership for the Evidence staff changed after the design was complete and right when construction started. New leadership had a completely different philosophy in how the facility should operate. New operational philosophies brought along a need to modify the design during construction while keeping the project under schedule and budget. Throughout construction, the design and construction team worked very close with the County to establish a priority list of potential changes that could be made. The initial budget for the project did not include any design or construction contingencies. We worked closely with the construction manager to establish a very thorough list of potential owner direct purchases estimating approximately $150,000. As the project moved forward, the team carefully managed these funds as construction contingency change order directives that could be dedicated towards the priority list of potential changes. In the end nearly every item requested by the new Evidence leadership was included in the project while maintaining the original construction budget and schedule.
