business herein, met on this date at 7:00 PM at Palmetto Ridge High School
Cafeteria, 1655 C.R. 858 (Oil Well Road), Immokalee, Florida, with the

The Town Hall Meeting was hosted by Commissioner James Coletta and started at
7:00 PM with:
I. Chairman Coletta - Opening Meeting

Commissioner Coletta outlined questions concerning SR 29/82
Intermodal System and 1-75 Six Laning Improvement Project.
Commissioner Coletta introduced interpreters provided for hearing
impaired and foreign language.
II. SR 29/82 Intermodal System and 1-75 Six Laning Improvement Project:
Presented by Stan Cann, District One Secretary, and Johnny Limbaugh,
Southwest Area Office Manager, Florida Department of Transportation
Mr. Cann gave a slide presentation regarding 1-75:
· Widening of 1-75 to six lanes is on schedule
· All work on 1-75 is being done under one contract
· Work on 1-75 will be completed in three years
· Not all lanes on 1-75 will be toll lanes
· Contractor doing work on 1-75 will receive a bonus if work is finished six
months earlier than scheduled
Mr. Limbaugh gave a slide presentation regarding SR 29/82 Intermodal
System.
· SR 29 - Project 3 will be studied
· Two sidewalk projects are planned in Immokalee
· Study of lanes and environmental impacts will be continued
· PD&E study of Lee Boulevard to SR29 to determine whether there should
be four or six lanes
· Project 13 is source of funding for SR82, will be funded under
proportionate share
· All counties are working on funding to build improvements for entire area
III. East of 951 Study Update: Presented by Bill McDaniel, Committee
Chairman

Mr. McDaniel gave study update - see attached.
· Build-out of population to 2050 equals one million people, 70% will live
east of 951
· Area is broken down into four population areas
· BCC is seeking input from population to see what services are desired
· Public participation goals were outlined
· Public will influence decisions
IV. Immokalee Master Plan Update: Presented by Fred Thomas
Mr. Thomas gave a presentation on the Immokalee Master Plan Update - see
attached.
· Immokalee is centrally located
· Immokalee Airport has three-mile-long runways
· Immokalee was the agricultural hub of the U.S. after World War II
· From November to March, 80% ofthe vegetables grown in the U.S. come
thru Immokalee
· Airport is hub of major industrial area
· State enterprise zones get special credits from federal government
· A facility with no debt service is needed
· LDC hurts competitive edge
· Help is needed with providing for panthers
· Outlined goals for Immokalee regarding land use and housing,
conservation, recreation, transportation, economic development, tourism
and social services
V. Safety and Law Enforcement In Golden Gate Estates - Presentation
was given on safety and law enforcement in Golden Gate Estates.
· Crime in Collier County has decreased
· Traffic is big law enforcement problem
· For two years we have won award for traffic control
· Road improvements will help traffic enforcement
· Collier County has special certification to enforce heavy commercial
traffic
· Fifty percent of trucks are removed from roadways for violations
· Grow houses in Lehigh Acres are often a drug problem
· ATVs being operated unlawfully are a problem
VI. South Florida Water Management's ATV Access Report: Presented by
Brian McMahon and Dennis Gilly
Mr. McMahon gave a slide presentation on SFWM A TV Access Report - see
attached.
· OHV Park site is only 15 acres and must be limited to A TV s only
· Park is located off of SR29 on Hendry/Collier County line
· Park is open to public on scheduled weekends

· Water Management District leased 150 acre site, will open park in a few
months
· Park has gated access
· Park will be open to public
· Park will have ranger on site
· There will be parking for vehicles and trailers
· There will be portable toilets
· Park will have no trails, will be fenced in, small wetlands will be fenced
off, there will be no blind spots
· There will be a maximum of 100 to 125 vehicles allowed to use park at a
time
· A permit will be required
· OVH park users must sign a waiver or have a parent sign a waiver if a
mInor
· DOT approved helmets and safety equipment will be required
· Proof of title for vehicles will be required
· Park will operate for about three years
· Another park in the Lake Trafford area of 400 acres will be built
· Park will have positive economic benefit for Immokalee
· Park will have negligible environmental impact to rest of Collier County
VII. Road Projects: Presented by Norm Feder, Transportation Administrator
and Don Scott, Transportation Planning Director
Mr. Feder gave a presentation regarding the following projects - see attached.
A. Golden Gate Blvd. widening
B. Wilson Blvd. extension
C. Immokalee Road widening
D. Oil Well Road widening
E. Logan Blvd. extension
F. Randall Road widening
G. CR 951 widening
H. Eastern Estate Interchange at 1-75
I. Vanderbilt Beach Road extension
VIII. Northeast Regional Utility Facility: Presented by Jake Sullivan, Chairman
of the Community Advisory Panel (CAP) and Jim Delony, Public Utilities
Division Administrator
Mr. Delony introduced Alicia Abbott and Jake Sullivan.
Mr. Sullivan gave a slide presentation regarding the Northeast Regional Utility
Facility- see attached.
· A community advisory panel was established in September 2005 to
exchange information and resolve issues
· Group has decided on a Spanish-Mediterranean type building
· Names for the project have been submitted to the BCC for consideration

· Group will meet with BCC 2/13/07 to decide whether to use landscaping
or a buffer
IX. Public Comments and Questions
William H. Poteet, Jr., Golden Gate Civic Association, stated that roads affect
everyone, all roads should be completed, ineffective roads impact adversely on
everyone's quality oflife, lighting and storm water retention issues need to be
addressed, impact fees are insufficient to fund required roads, tourists should help
pay for roads.
Phil Mudrak spoke regarding Golden Gate Boulevard widening extension, not
happy, community needs to be involved, there has not been enough input from
residents, u-turn plan is bad, would like Commission to reconsider plan.
Rick Haylock asked whether money has been budgeted for paving roads.
Mr. Feder responded affirmatively.
Mr. Haylock stated that nothing has been done about affordable housing, would
like something done.
Ken Kelly, business owner and Chairman of Affordable Housing of Collier
County, stated each district should do its fair share on affordable housing.
Barbara McElwaine inquired whether any consideration has been given to
consolidation of fire stations and EMS stations.
Commissioner Henning responded independent fire districts have been asked to
look into consolidating into one. A study is being done.
Ronald Barrette asked if there will be a baseball field in the new park.
Ms. Ramsey responded they are still trying to add another 20 acres to the Orange
Tree park location, and if they are able to do so a baseball field will be
considered.
Stephen Theynus asked when DeSoto will be repaved and was told either this
year or next year.
Robert Buck, asked why not add a left turn only exit from St. Agnes church
north of Vanderbilt Beach Road to alleviate the congestion at 951 and Vanderbilt
Beach Road.
Mr. Feder responded because it is too close to the intersection to allow a left-
hand turn.
Mr. Mudd responded that part of the PUD for St. Agnes Church included having
a traffic officer to help with traffic during services.
Sara Timmons asked when the people who are losing land on Vanderbilt Beach
Road Extension will be contacted and paid for their land.

Mr. Feder responded we are working with the people who were whole takes first,
process is underway.
Shirley Cothran asked when the North East Regional Facility is built how much
noise the well drilling will generate and will it continue 24/7.
Mr. Delony responded it will be done in the least disruptive, most cost effective,
speediest way possible. Well drilling operations are most efficient ifthey go on
continually. It could take from three to six months.
Mike Smallwood asked about road dividers on Streets 2,6, 10 14, 18 and 22,
believes there will be a problem with u-turns.
Mr. Feder responded we are going from two lanes to six lanes, regulation of
traffic is necessary; intersections can't all be open on six-lane roadway.
Shirley Cothran asked ifthere are any plans for an alternate, faster route to
RSW airport from Immokalee Road and Randall, Wilson, Oil Well or Ave Maria.
Mr. Feder responded the interstate is being widened to at least six lanes. 29/82 is
backdoor for the airport. Immokalee Road is being worked on.
Mr. Thomas responded as part ofthe Immokalee Master Plan we are attempting
to get Little League Road from 846 all the way up to 82.
Shirley Cothran asked ifthere are any plans to study the speed limit on 1-75.
Mr. Feder responded that there are none.
Deborah Forester asked now that the Housing Department has moved to Human
Services and the discussion on linkage fees stopped, what is the vision to handle
the development of workforce housing, especially infill housing near jobs, how
will the County fund, besides SHIP dollars, innovative programs. She asked
about putting some housing in the Regional Park or with a new library? Other
communities have done this.
Ms. Ramsey responded there have been no changes, but evaluations are being
made in the housing area.
Stephen D. Theynus stated he would like the airplane pilots who practice
maneuvers over houses and make a lot of noise to go somewhere else to practice;
it is dangerous and noisy to do so over populated areas.
Commissioner Coletta responded that County cannot regulate airplane noise.
Mr. Weigel stated generally aviation flights are immune to local ordinance
control. Question might be taken up with Naples airport authority.
Stephen D. Theynus stated that it is practice planes he is concerned with, not
commercial airplanes. It is extremely noisy and dangerous to practice over
Golden Gate Estates, as it is a populated area, perhaps they could practice over the
Everglades.

Commissioner Coletta responded that perhaps an e-mail or letter could be sent to
the airport.
