EXECUTIVE SUMMARY
Recommendation to approve and execute a Florida Department of Transportation (F.D.O.T.)
Beautification Grant, Landscape Maintenance Memorandum of Agreement with F.D.O.T. in which
Collier County will be reimbursed up to $78,631 for median irrigation and landscaping
improvements to existing landscaped medians on US 41 North (State Road 45/State Road 90, Pine
Ridge Road to Gulf Park Drive), authorize the Chairman to sign and execute the agreement,
authorize the necessary budget amendments and allow project activity.
OBJECTIVE: To provide median irrigation and landscaping improvements to a portion of US 41North
(Pine Ridge Road to Gulf Park Drive, State Road 45/State Road 90) from Pine Ridge Road to Gulf Park
Drive with funding assistance from a Florida Department of Transportation Beautification Grant and to
provide maintenance activity in accordance with the terms of the Agreement.
CONSIDERATIONS: On September 24, 2019, Agenda Item 16.A.10, the Board of County
Commissioners (Board) approved the submittal of a Florida Department of Transportation Beautification
grant application for median irrigation and landscaping improvements for US 41 (State Road 45/90) from
Pine Ridge Road to Gulf Park Drive. The F.D.O.T. Beautification grant agreement is for a reimbursement
up to $78,631 (See attachment). The grant will address plant replacements, irrigation renovations, and
Hurricane Irma replacements which have been deferred due to the level of complexity and cost. Upon
completion, all stumps and dead plant material will be replaced; vehicular sight lines will be increased;
and irrigation that was installed over 20 years ago will be refurbished to operate more efficiently.
Through the authorization and execution of the Beautification Grant, Landscape Maintenance
Memorandum of Agreement with the Florida Department of Transportation and upon the authorization of
all budget amendments, staff can proceed with the advertisement of the construction plans and bid
tabulation for installation and the award of the project. Upon the approval of this agreement, staff will
request a time extension from F.D.O.T. to avoid planting during the tourist season and dry season.
FISCAL IMPACT: A budget amendment is required in the amount of $78,631 to recognize gr ant
revenue within Growth Management Grant Fund (711), Project (33716).
As an existing roadway segment, US 41 (Pine Ridge Road to Gulf Park Drive), the annual maintenance
has been included in the FY21 budget within Landscape Capital Fund (112), Operation Project (31112).
Source of funds will be Unincorporated General Fund.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this
action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires
majority vote for Board approval.-JAB
