Agenda 10/13/2020 Item #10A (M-CORES Program)10/13/2020 EXECUTIVE SUMMARY Recommendation to formalize a Board of County Commissioners position supporting the Multi-use Corridors of Regional Economic Significance (M-CORES) Program only if the program does not supplant or delay existing Florida Department of Tran sportation (FDOT) Work Program projects in Collier County. ______________________________________________________________________________ OBJECTIVE: To formalize a Board of County Commissioners position regarding supporting the Multi-use Corridors of Regional Economic Significance (M-CORES) Program only if the program does not supplant or delay existing Florida Department of Transportation (FDOT) Work Program projects in Collier County. CONSIDERATION: In 2019, the Florida Legislature passed Senate Bill 7068 which was signed by the Governor on May 17, 2019. This legislation created the Multi-use Corridors of Regional Economic Significance (M-CORES) Program within the Florida Department of Transportation (FDOT). Three task forces were created by this legislation to research three regional corridors that are intended to accommodate multiple modes of transportation and multiple types of infrastructure. One of the corridors is the Southwest-Central Florida Connector extending from Collier County to Polk County. Commissioner Penny Taylor currently serves on the Southwest-Central Florida Connector Task Force as a Local Government Official. Commissioner Bill McDaniel currently serves on the Task Force on behalf of the Southwest Florida Regional Planning Council. The Legislature charged each task force with providing recommendations and evaluations in a final report by November 15, 2020, which will guide the Florida Department of Transportation in its subsequent study phases through implementation. The M-CORES legislation creates a new section in Florida Statutes, 339.1373, that directs FDOT to allocate sufficient funds for implementation and to amend the current tentative Work Program for the FY 2019/20 through FY 2023/24 fiscal years to include M-CORES projects. Collier County has numerous projects in the current FDOT Five-Year Work Program including construction of a crucial interchange improvement at I-75 and SR 951 which has already been delayed three times and is now not planned for construction before 2025. Where M-CORES will likely bring long-planned and much needed improvements to SR 29, it should not be at the expense of other previously planned transportation projects for which the County has invested millions in infrastructure relocation and has approved major residential and commercial development knowing that integral improvement projects were contained in the Work Program.
