Golden Gate Task Force Update - Kaydee Tuff, President, Golden Gate Area Civic Association & Corporal Rob Capizzi, Collier County Sheriff's Office 6. General Comments January 18,2007 The Town Hall Meeting was hosted by Commissioner Tom Henning and started at 7:00 p.m. with: 1. PLEDGE OF ALLEGIANCE, INTRODUCTIONS AND WELCOMING COMMENTS BY COMMISSIONER HENNING 2. Proposed CAT Facility Public Comment Commissioner Henning outlined issues and efforts by the County in regard to location of the CAT site which included the following: . Considered area at 1-75 and 951 . County looked at property around Naples Airport . PUD at Golden Gate Parkway . Morande site on Radio and Davis . Industrial Park at 1-75 and Davis Boulevard · County's fleet management facility on County Barn and surrounding property . V ocational Center on Estey Avenue . Old drive-in theater, UPS property, old golf course range · Staff was directed to enter into a purchase agreement with Morande in October to use storage facility for buses and see if it was suitable for a transfer station. . No time has been set for a determination PUBLIC SPEAKERS Bill Kearney, Sapphire Lakes, commented on need to disseminate information to the public relating to issues earlier; expressed appreciation for support of Commissioners on insurance issue; indicated there is strong opposition from property owners in communities surrounding bus depot site against CAT. Requested Commissioners keep open mind regarding opposition to CAT site. Commissioner Coyle stated there might be difficulty finding alternative site but alternative site was not out of the question. Commissioner Henning stated the public has the opportunity to review subject matter of meetings three days prior. Commissioner Coyle stated consideration of a proposal is different from approval. Planning must be done publicly. Proposals are constantly changing. Suggested County Manager provides Agenda to the public via the Internet. Mr. Mudd stated the final Agenda goes onto the web site and is available for the public to view five days prior to a meeting. Bill Jones, Sherwood Master Association, addressed traffic problem, volume of traffic that would be generated by buses, 240 passes through the neighborhood, 18.5 buses each hour or one bus every three minutes, peak hours would be worse. Additional traffic would be generated by cars bringing people to the buses. People getting off of buses have been observed climbing fences and increased gas fumes would be a problem. 2 January 18, 2007 Connie Fullerton, Master Association, Sapphire Lakes, stated they are not opposed to public transportation; the public was surprised by purchase of Morande property; establishing a transfer station in that area is not a like use of property; school district is concerned about safety; residents object to putting transfer facility in the middle of a residential neighborhood; Radio Road is already maxed out; property values will be degraded and taxes and insurance will go up; CAT has increased greatly in size; Sapphire Lakes is opposed to project. Dawn Bricco, Sanctuary at Blue Heron, stated the majority of residents of Sanctuary at Blue Heron are opposed to the transfer station, requested Commissioners vote "no" on project. Kathleen G'Francisco, Sanctuary at Blue Heron, expressed concern about negative impact of project on community in the future. Patrick Gavin, Sable Lake, remarked that he got no input when project was initially discussed; Naples is growing in direction of Immokalee Road; suggested alternate site on Immokalee Road. Commissioner Henning stated that the Board is going to look, as they do annually, at the recommendations on the five-year capital improvement plan, transportation, parks and recreation, government buildings, EMS and libraries, etc. Planning is done 25 to 30 years in advance. There will be a neighborhood informational meeting, opportunities to speak with the Planning Commission and ultimately with the Board of County Commissioners. 3. Heritage Greens Access Concerns Mr. Stump, Heritage Greens, commented on the following: · Problem at Heritage Greens is a wall preventing residents from crossing over the road safely · Emergency vehicles are delayed by difficulty of access . There are many accidents . Residents need an easier turn-around Commissioner Henning responded that the barriers are within safety requirements; emergency vehicles participate in mutual aid, if one cannot respond, others will; a traffic light would not work there. Santa Barbara Boulevard Improvements (Copper Leaf Lane to Green Boulevard) - presentation by Rick Simms, Vice-President, Golden Gate Area Civic Association Mr. Simms gave a presentation regarding Santa Barbara Boulevard Improvements. . Discussed past improvements . Need exists for solution to eastbound destinations Commissioner Henning responded cost is an issue and additional lanes were determined to be the priority. Santa Barbara will eventually need to be six lanes. 3 January 18, 2007 Commissioner Coletta stated roads are the number one priority along with transportation. Jeanne Bicanich, Heritage Greens, commented on the following points regarding access from Heritage Greens onto eastbound Immokalee Road: · Distance from Heritage Greens driveway to the Laurel Oaks elementary school light is about 300 feet · There is no room for cars to pull out; people need to be instructed not to block driveway · Would a right turn on red be allowed from Logan onto eastbound Immokalee · What is planned speed limit from Immokalee Road between 1-75 and Collier Boulevard? Vanderbilt Beach Road speed limit is 35 miles per hour. Can Immokalee Road's speed limit be 35 miles per hour rather than 45? · Will right turn on red be permitted at Preserve Lane? Mr. Feder responded that on the issue of Preserve Lane, there will be no right turn on red out of the shopping center. Speed limit on Vanderbilt Beach Road is 35 miles per hour now because it is still a construction zone. Mileage will eventually be 45 MPH. Regarding right turn on red from Logan onto eastbound Immokalee, issue is still to be determined. 5. Golden Gate Task Force Update - Kaydee Tuff, President, Golden Gate Area Civic Association and Corporal Rob Capizzi, Collier County Sheriffs Office Ms. Tuff stated that she would like the Commissioners to make good on promises made regarding Heritage Greens. Community needs more lighting to reduce crime and graffiti. Items left at roadside for trash pickup require phone call to schedule pickup, would like trucks to pick up items whenever they see them waiting at the curb. Corporal Rob Capizzi, Collier County Sherifrs Office, gave a presentation outlining functions of Golden Gate Task Force. . Task force and community work as a team · Enhances quality of life in Golden Gate City . Solves problems . All agencies work as a team · Emphasizes property owner's responsibility . Code compliance is important . Crime and disorder are linked . Everyone needs to be involved . Needs help with land and water project Commissioner Henning stated he is unhappy to hear of problem with bulk item issue, amendment to Waste Management Contract caused problem. Commissioner Coletta stated he is not happy with service, this has been a serious problem in the Estates, would like the matter to come before the Commission for discussion. We need to be service oriented. 4 January 18,2007 6. General Comments Mark Cherney spoke regarding six lanes on Santa Barbara Boulevard, believes it will cause increased risk to children at school bus stops, would like long-term planning to include in easements space to put in bus shelters. Residents on Painted Leaf Lane will fund and build shelter according to County standards if space is made available. Julia Maloney, spoke regarding noise barrier on Santa Barbara behind Berkshire Lakes. . Noise reduction barrier study requested · Noise pollution is detrimental to health and well being . Current wall does not met federal guidelines · Quality of life of residents is being impaired Commissioner Henning responded that he will direct staff to look at study to see if it is flawed, or if a new study is desired, community is permitted to hire their own consultant. Don Schummer, stated Santa Barbara Boulevard is not that bad, only in morning and evening rush hours. Robert Luparello, Berkshire Lakes, stated that regarding the County road resurfacing in Berkshire Lakes, which is not a heavily traveled road, the surface is wearing out. The process the company that did the work used is not satisfactory and appears to have been a waste of County money. Requested that street sweepers come and clean up the loose sand from the road. Mr. Feder responded that the contractor involved is going to redo the roadway at its own cost. Chris Straton, questioned who is going to make decision whether or not 1-75 will be toll road; regarding 1-75 toll road, requested that there be lots of Town Hall opportunities for the public to speak to the Commissioners. Commissioner Coletta responded that no decision on the toll road has been made as of yet, money is scarce for huge projects, tolls are necessary if roads are desired, public relations firm will only present issues to public, final decision will be up to the public, a decision may be reached in 18 to 24 months. Commissioner Henning stated that public relations firm would be used only as a means to reach out to the public to get the public's views.
