Agenda 09/08/2020 Item #16D16 (Cover Up, Collier Signage)09/08/2020 EXECUTIVE SUMMARY Recommendation for the Board to order that “Cover-Up, Collier!” signage be placed through December 31, 2020, at designated locations throughout Unincorporated Collier County by the Florida Department of Health in Collier County. OBJECTIVE: Encourage the public to wear masks to impede the transmission of the COVID-19 virus with the placement of “Cover-Up, Collier!” public service announcement signage in specific locations throughout Collier County. CONSIDERATIONS: Section 5.05.05 of the Collier County Land Development Code (“LDC”) exempts signs from permitting requirements if they are authorized to be displayed by law or governmental order, rule or regulation. This item is to recognize that the placement “Cover -Up, Collier!” signs throughout Collier County are in the best interest of the health safety and welfare of the citizens of Collier County such that if this item is approved by the Board they will be exempt from the permitting requirements. Since March the country has been battling the first pandemic in over 100 years. The Novel Coronavirus Disease 2019 (COVID-19) is a severe acute respiratory illness that can spread among humans through respiratory transmission and presents with symptoms similar to those of influenza. On March 1, 2020, Governor DeSantis signed Executive Order 20-51, directing the Florida Department of Health to issue a Public Health Emergency due to COVID-19. The Governor has extended the original Executive Order until September 8, 2020. In an effort to fight the pandemic the Coronavirus Aid Relief, and Economic Security (CARES) Act was signed into law on March 27, 2020. The CARES Act included a $41 billion Coronavirus Relief Funding (Fund) in payments to State, Local, and Tribal governments navigating the impact of the COVID-19 outbreak. On Wednesday, June 16, 2020, Governor Ron DeSantis announced Florida’s plan to distribute $1.275 billion in CARES Act funds to counties with populations below 500,000, including $67,162,425 to Collier County. At the June 23, 2020 meeting, the Board of County Commissioners (Board) approved an agreement with the Florida Department of Emergency Management (FDEM) to receive the appropriation. Payments from the fund may be made available to cover costs that: 1. Are necessary expenditures incurred due to the public health emergency with respect to COVID- 19; 2. Were not accounted for in the budget most recently approved as of March 27, 2020 (the date of enactment of the CARES Act) for the State or government, and; 3. Were incurred during the period that begins on March 1, 2020, and ends on December 30, 2020. Due to the high rate of respiratory transmission, the Centers for Disease Control and Prevention (CDC) recommends that individuals wear face masks. COVID-19 spreads from person-to-person via respiratory droplets produced when an infected person coughs, sneezes, talks, shouts, sings, or raises their voice. These droplets can land in the mouths or noses of those who are nearby or be inhaled into the lungs. Furthermore, recent studies show that a significant number of individuals with COVID-19 are asymptomatic, meaning they show no symptoms, and can transmit the virus. To reduce the spread of COVID-19, the CDC recommends people wear masks in public settings when social distancing (i.e. staying at least six (6) feet from another) is difficult to maintain. Masks reduce the spread of COVID -19 when they are widely used in public settings including in stores and restaurants. As part of the approved $20M Community Health & Services Initiatives Program the Florida Department 16.D.16 Packet Pg. 1592 09/08/2020 of Health of Collier County, in collaboration with Collier County Community and Human Services Division, proposes to have “Cover-up, Collier!” signage, in both English and Spanish, placed in conspicuous locations to encourage the public to wear face masks, as appropriate. The Collier County School System, Naples Community Health Systems, and Physicians Regional Health System have provided letters of agreement to participate in this campaign. Signs would be produced in two (2) sizes and placed at approximately 140 locations. Collier Blvd. - County property prior to Marco Island · Intersection of 41 and Bayshore - Collier County · Immokalee Road and I-75 interchange - Collier County Small 18”x24” Snipe Signs · All Collier County Schools (61) - 2 to 4 signs per school - 225 signs · All Collier County Regional Parks (6) - 2-8 signs per park - 30 signs · All Collier County Community Parks (12) - 2-4 signs per park - 35 signs · All Collier County Neighborhood Parks (16) - 2 signs per park 32 signs · All Collier County beach access points (8) - 2-4 signs per location - 24 signs · Collier County Government Center -30 signs · Other County offices - 2-10 signs per location - 71 signs · All Fire Stations (33) - 2-4 signs per location - 70 signs · NCH and all affiliate Collier County locations - 3 signs per location - 15 signs · Physicians Regional and all Collier County affiliate locations -3 signs per location - 9 signs · City of Naples City Hall - 3 signs (CHS staff and Florida Department of Health staff to further coordinate with City representatives). · Physician’s Regional Healthcare Systems (2) - 6 signs If approved the Florida Department of Health will mobilize their Environmental Health Team to install the 550 signs at 150 appropriate locations and will remove all signage within seven (7) business days after December 31, 2020. Pursuant to Section 5.06.05 A. of the Land Development Code (LDC) an exemption by the Board of County Commissioners would allow for the placement of these signs. FISCAL IMPACT: Funds in the amount of $6,341 are available within the Human Services Grant Fund (707), Project 33699 for the “Cover-up, Collier” marketing campaign. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board action. - JAB GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this recommendation.
