EXECUTIVE SUMMARY
Recommendation to accept and authorize the Chairman to sign the Small Matching Grant
Agreement with the Florida Department of State, Division of Historical Resources in the amount of
$47,800 for accessibility improvements associated with the Budd Tavern Observation Car located
at the Naples Depot Museum and authorize the necessary Budget Amendments.
OBJECTIVE: To use grant funding to provide Americans with Disabilities Act (ADA) interpretive
accessibility for visitors to the Naples Depot Museum of Collier County.
CONSIDERATIONS: On May 28, 2019, the Board of County Commissioners (Board) approved the
submittal of a Small Matching Grant application to the Florida Department of State, Division of
Historical Resources to provide accessible interpretive displays of the Budd Tavern Observation Car for
visitors to the Naples Depot Museum. On July 16, 2020, Collier County received notice of award from
the Florida Department of State.
The Budd Tavern Observation Car is currently not accessible for some persons with disabilities.
Modifying the car to allow for accessibility would alter the structural fabric thus significantly impacting
its historical integrity. The awarded grant funding will be used for interpretive panels and a 360 -degree
walk-through on a digital platform to be placed within the ADA accessible Naples Depot Museum
building.
Providing permanent interpretation for the car will ensure that all visitors have an enriching learning
experience. Interpretation within the museum in writing enhances learning for the hearing impaired and a
360-degree walk-through in a digital format provides a comparable alternative for those who cannot
physically access the car.
Although this grant is titled “Small Matching Grant,” Collier County is a Florida Certified Local
Government (CLG) in good standing and therefore is not required to have the 1:1-dollar match. However,
in order to complete the grant-funded project, $6,000 in Museum funds will be necessary to cover travel
costs not eligible under the grant.
The grant has a duration of one (1) year and all activities shall be completed no later than June 2021.
FISCAL IMPACT: Planned expenditures for the project total $53,800. A Budget Amendment is
required to recognize grant funds from the Florida Department of State in the amount of $47,800 in Public
Services Grant Fund (709) Project 33710. There is no match requirement for this award. However,
additional funds in the amount of $6,000 will be budgeted in Museum Capital Fund (314) Project 33710
to cover travel costs not eligible under the grant. This will require a budget amendment moving funds
from Fund (314) reserves.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this
Item.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board action. -JAB

Agreement with the Florida Department of State, Division of Historical Resources in the amount of
$47,800 for ADA Improvements to the Budd Tavern Observation Car located at the Naples Depot
