Agenda 09/08/2020 Item #16D 1 (FHA Grant Award)09/08/2020 EXECUTIVE SUMMARY Recommendation to approve the execution of the 2019/2020 Federal Highway Administration Flexible Funds Grant Award (Section 5307) in the amount of $51,600 in the Transit Award Management System for the purchase and installation of additi onal bus shelters and authorize the necessary Budget Amendment. OBJECTIVE: To obtain grant funds for the purchase and installation of additional bus shelters for Collier Area Transit (CAT) Passengers. CONSIDERATIONS: On June 9, 2020, the Board of County Commissioners (Board) approved the submittal of a grant application for the 2019/2020 Federal Highway Administration Flexible Grant Funds in the amount of $51,600 for the purchase and installation of up to three (3) bus shelters throughout Collier County including amenities such as bike racks, benches, and trash receptacles to place on existing pads. The grant requires a twenty percent (20%) match of the total project cost; the total project cost is $64,500. Collier County has requested and received approval from the Florida Department of Transportation (FDOT) to use transportation development credits in the amount of $12,900 as a soft match for the grant, On July 24, 2020, County staff received notification of award from the Federal Transit Administration (FTA). Following Board approval, execution of the grant is processed through the FTA Transit Award Management System (TrAMS) by the Collier County Public Services Department Head, who serves as the Board of County Commissioners’ appointed designee. FISCAL IMPACT: A Budget Amendment is required in the amount of $51,600 to recognize federal grant revenue within CAT Grant Fund (424) Project 33713. Collier County has received approval from FDOT for the use of transportation development credits in the amount of $12,900 as a twenty percent (20%) soft match to the Capital Grant Program. GROWTH MANAGEMENT IMPACT: This Item supports the goals and objectives of the Transportation Element of the Growth Management Plan. SECRETARY www.fdot.gov MEMORANDUM DATE: May 4, 2020 TO: Dale Hanson, District 1, Transit Project Coordinator FROM: Gerard O’Rourke, State Freight and Logistics Administrator COPY: Courtney Roberts (FTA), Cynthia Lorenzo, Elizabeth Stutts, Erin Schepers, files SUBJECT: Authorization for the Use of State Toll Revenue Credits as FTA “Soft Match” for Collier County Area Transit’s application, FM# 435029-2-94-01 for FTA FFY19 Section 5307 Grant FAIN Number 1032-2020-1 This is in response to the memorandum dated April 21 2020, requesting the Department’s authority to grant a request by Collier County Area Transit to use state toll revenue credits in the amount of $12,900 as soft match for the pending capital portion of their FTA Section 5307 grant application. In accordance with Title 23 United States Code Section 120(i)(1) and the State of Florida’s adopted policy regarding the use of toll revenue credits for public transit capital and planning projects, we concur with your determination of eligibility and hereby authorize Collier County Area Transit to use $12,900 of Florida toll revenue credits as soft match for these FTA projects. Use of the toll revenue credits as soft match will effectively allow for FTA funding of capital projects at a 100% federal share. When providing a copy of this authorization to Collier County Area Transit please ask them to reference the use of this credit in their project budget sheets of their FTA application and send a copy of this authorization letter to their FTA Project Manager. Also include the item number reference where these projects are included in the STIP. FDOT will work with the Federal Highway Administration to ensure that the use of the toll revenue credits is properly accounted and recorded.
