EXECUTIVE SUMMARY
Recommendation to award a bid for the “North County Water Reclamation Facility Belt Filter
Press Underdrains Improvements project,” to Quality Enterprises USA, Inc., in the amount of
$265,340, under Underground Utilities Contract No. 14-6213 (Project Number 70148).
OBJECTIVE: To meet demand, stay in compliance, and serve customers efficiently and effectively by
providing a compliant and reliable water reclamation system to Collier County Water -Sewer District
customers.
CONSIDERATIONS: The proposed scope of work under Project No. 70148, North County Water
Reclamation Facility (“NCWRF”) Belt Filter Press Underdrains project, is consistent with the FY2020
CIP Budget approved by the Board on September 19, 2019.
The Belt Filter Press Building is located at 10500 Goodlette Road in North Naples. The original design
of the building, which is over 20 years old, included roof underdrains that were connected into the
building floor drains. Over time the floor drains accumulated debris and calcified. This caused restriction
and resulted in the floor drains overflowing into the building. This project separates the roof drains from
the floor drains, reroutes the roof drains to an outside lift station for disposal, and provides new structural
supports for the new piping. This lesson learned will be applied to the review of future designs of similar
new structures to ensure drain maintainability.
On May 7, 2020 the County issued a notice for bids for construction of the NCWRF Belt Filter Press
Underdrains project to the four (4) Underground Utilities contractors under Contract No. 14 -6213, and all
four contractors viewed the bid package. On June 9, 2020 the County received two (2) bids and two (2)
no bids as summarized below.

Staff reviewed the bids received, determined that Quality Enterprises USA, Inc., is the lowest responsive
and responsible bidder, and recommends that the contract be awarded to Quality Enterprises USA, Inc.,
for a total contract amount of $265,340.
The total bid includes an Owner’s Allowance of $15,000 for unforeseen and unanticipated conditions that
may be encountered during construction. If necessary, the use of the allowance funds will be subject to
County approval prior to the execution of any work and will be billed at the appropriate contract price
based on a time and materials basis, consistent with the contract and County Procurement policies.
The low bid is approximately 64% percent higher than the engineer’s opinion of probable cost, as shown
in the attached bid analysis. However, the second lowest bid is within 2.2% of the low bid. This appears
to validate that fact that it is due to current market conditions due to the COVID virus and the f act that
most contractors are extremely busy at the present time. Design Engineer, Consor Engineers, LLC, also
recommends awarding the project to Quality Enterprises, USA, Inc., in its attached June 20, 2020, Letter
of Recommended Award. Quality Enterprises USA, Inc., has a satisfactory performance and warranty

record on similar utility-related projects.
FISCAL IMPACT: The source of funding is Wastewater User Fees, Fund (414). The total cost of this
project is $265,340.00. This project is not anticipated to have a measurable impact on operations and
maintenance costs. The project is anticipated to be completed by the end of 2021.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities and to remain in compliance
with all regulatory programs.
RECOMMENDATION: Recommendation to award a bid for the “North County Water Reclamation
Facility Belt Filter Press Underdrains Improvements project,” to Quality Enterprises USA, Inc., in the
amount of $265,340, under the Underground Utilities Contract 14-6213 (Project Number 70148).

Dear Mr. Schalt:
Consor Engineers, LLC (formerly TKW Consulting Engineers), under contract with Collier County
for the bid phase of the referenced project, received bid documents for two bidders. The bid
documents from both bidders, identified as Quality Enterprises USA, Inc. and Douglas N. Higgins,
Inc., are comprised of the bid schedule and Addendum No.1. These documents constitute the limits
of our evaluation.
After review of the bid packages received for the subject referenced project and bid, Quality
Enterprises USA, Inc. appears to be the apparent low bidder. The bid amount submitted by Quality
Enterprise USA, lowest bidder, was $265,340 while the bid amount submitted by Douglas N.
Higgins, 2nd lowest bidder, was $271,180. Consor/TKW provided an opinion of probable
construction cost indicating an approximate construction value of $162,000. While our opinion of
probable cost was prepared using data from bid tabulations for previous projects similar in nature,
the information was apparently outdated and did not accurately account for current market
conditions. The two lowest bids received differed by less than 3% therefore it is our contention that
they reflect current fair market value for work of this type. We, therefore, recommend award of the
Belt Press Underdrains Piping Improvements bid to Quality Enterprises USA, Inc. for a bid amount
of $265,340.
