EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign a State-Funded Grant Agreement
with Florida Department of Transportation (FDOT) in the amount of $6,428,100 for Design and
Construction for the widening of Airport Road from Vanderbilt Beach Road to Immokalee Road;
to execute a Resolution memorializing the Board of County Commissioners (Board) action; and, to
authorize the necessary budget amendments (Project 60190).
OBJECTIVE: That the Board of County Commissioners (Board) approves a State-Funded Grant
Agreement (per Section 339.2817 Florida Statues, County Incentive Grant Program (CIGP), (CSFA
55.008)) with the Florida Department of Transportation (FDOT) to receive reimbursement for Design,
Construction, and CEI services in the amount of $6,428,100 for Project 60190 ‘Airport Road from
Vanderbilt Beach Road to Immokalee Road’; and, to execute a Resolution memorializing the Board’s
action.
CONSIDERATION: On June 12, 2018, (BCC agenda 16A24), the Board approved to submit a County
Incentive Grant Program (CIGP) application to the Florida Department of Transportation (FDOT) for the
widening of Airport Road from Vanderbilt Beach Road to Immokalee Road. CIGP funds are awarded to
projects which relieve congestion on the State Highway System and are consistent with established plans
in the area. The Airport Road improvements project from Vanderbilt Beach Road to Immokalee Road for
a distance of approximately 2 miles, is eligible for CIGP funding. The County was awarded six million
four hundred twenty-eight thousand one hundred ($6,428,100) dollars through the CIGP with FDOT.
Airport Road is an arterial roadway that parallels both US-41 and I-75. By adding capacity with this
project, Collier County will relieve congestion on both state highway systems. In addition, there will also
be a reduced need for road maintenance and a reduction in injuries or fatalities by providing sidewalks for
pedestrians and on-street bike lanes for bicyclists, improving overall traffic operations.
Airport Road from Vanderbilt Beach Road to Immokalee Road is being proposed as a six -lane divided
urban roadway with 11’ traffic lanes, 22’ raised median, concrete curb & gutter and sidewalk on both
sides, a closed pipe stormwater system, street lighting, and minor traffic signal adjustments.
The Airport Road Project is in the Collier MPO’s 2040 Long Range Transportation Plan as a cost feasible
project for preliminary engineering and construction phases in FY2021-2025. The design phase of this
project was awarded $1,500,000 for FY2020/21. The Construction phase was awarded $4,926,100 for
FY22/23.
FISCAL IMPACT: A budget amendment is required to appropriate grant funding, in the amount of
$1,500,000 within Growth Management Grant Fund 711, Project 60190. This grant award requires a fifty
percent (50%) local match of $1,500,000. This match is budgeted in FY21 and will be available October
1, 2020. Once budget is appropriated a budget amendment in FY21 will be required to transfer funds from
Growth Management Fund 313 gas taxes and Fund 333 impact fee funds, Project 60190 to Growth
Management Grant Match Fund 712, Project 60190. The total estimated cost for design and construction,
right-of-way and mitigation, and construction engineering and inspection are totaling $17.5M for this
project. Funding for this project will come from grants, impact fees, gas taxes and surtax funding. Budget
amendments for the grant balance of $4,928,100 and the associated local match of $4,928,100 will be
brought back to the Board when the FY 22/23 funds become available.
GROWTH MANAGEMENT IMPACT: This project is consistent with the County’s Growth
Management Plan and the MPO’s Long-Range Transportation Plan.

Grant Agreement with Florida Department of Transportation (FDOT) in the amount of $6,428,100 to
furnish Design, Construction and CEI services necessary to complete the widening of Airport Road from
Vanderbilt Beach Road to Immokalee Road; execute a Resolution memorializing the Board’s action; and,
authorize the necessary budget amendments.
