EXECUTIVE SUMMARY
Recommendation to approve the submittal of a Beautification Grant application to the Florida
Department of Transportation for a project in which Collier County will be reimbursed up to
$100,000 for median landscape and irrigation improvements on State Road 84, Davis Boulevard
from US-41 (Tamiami Trail) to Airport-Pulling Road.
OBJECTIVE: To provide median landscape and irrigation improvements for medians #1 to median #8
of State Road 84, Davis Boulevard from US-41 (Tamiami Trail) to Airport-Pulling Road with funding
assistance from a Florida Highway Beautification grant and to provide maintenance activity in accordance
with the terms of the Agreement.
CONSIDERATIONS: The grant will provide for the improvements on State Road 84, Davis Boulevard
(Road ID: 03001000, Mile Post 0.000 to Mile Post 1.005) between US-41(Tamiami Trail) to Airport-
Pulling Road, at an estimated installation cost of $106,258.15.
The Florida Highway Beautification grant applications are to be submitted by October 1, 2020. If
awarded, Collier County’s request for $100,000 will be earmarked by the Florida Department of
Transportation for the Fiscal Year 2021 Florida Highway Beautification Grant program. The grant will
address plant replacements, irrigation renovations, and Hurricane Irma replacements.

The Florida Highway Beautification grant applications are to be submitted by October 1, 2020. If
awarded, Collier County’s request for $100,000 will be earmarked by the Florida Department of
Transportation for the Fiscal Year 2021 Florida Highway Beautification Grant program. Collier County is
applying for grants for medians that are already landscaped and the match is through maintenance dollars
that are already budgeted in the program. The grant will address plant replacements, irrigation
renovations, and Hurricane Irma replacements. Grant applicants may submit an unlimited number of grant
applications, for any number of project sites. Each grant will be limited to a maximum of 10% ($100,000)
of the total Florida Department of Transportation’s beautification grants budget of $1,000,000.
The proposed resolution is required with the application. If the grant is awarded, the agreement will be
brought to the Board at a subsequent meeting. The proposed resolution will give the Chairman
authorization to sign the future agreement with the Florida Department of Transportation.
FISCAL IMPACT: If awarded, grant funds, in the amount of $100,000.00 would be appropriated in
Grant Fund (711). Funding for the local contribution, estimated at $102,235.88 consisting of in house
design, the balance of installation costs and ongoing maintenance costs, are available in Landscape
Capital Fund (112), Operating Project (31112).

As an existing roadway segment, State Road 84, Davis Boulevard from US-41 (Tamiami Trail) to
Airport-Pulling Road, the annual maintenance cost has been included in the FY21 budget within
Landscape Capital Fund (112), Operating Project (31112). The Source of funds will be a transfer from
the Unincorporated Area General Fund (111).
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this
action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for approval. -JAB
RECOMMENDATION: That the Board approves the submittal of a Beautification Grant application to
the Florida Department of Transportation for a project in which Collier County will be reimbursed up to
$100,000 for median landscape and irrigation improvements on State Road 84, Davis Boulevard from
US-41 (Tamiami Trail) to Airport-Pulling Road.

Dear Pam,
The Collier County has requested authorization from the Department to proceed with a Beautification
Grant Application for the year of 2021 for the proposed landscape improvements for SR-84 (Roadway ID
#03001000) are from Mile Post 0.000 (at the US 41 intersection) to Mile Post 1.005 (at the Airport
Pulling Road intersection).
Upon examination of District One’s five year Work Plan we have found no proposed FDOT projects,
roadway or landscape, that will conflict with the proposed beautification project.
This Letter of Authorization allows Collier County to proceed with their Beautification Grant submittal
for the year of 2021. Please retain a copy for your records. A copy of this letter will be required to be
submitted with your grant application.

Beautification Grant Application for Davis Boulevard (SR -84) from US 41 to Airport Pulling Road
Dear Mr. Richard,
On the behalf of Collier County Road Maintenance Division (CCRMD), I am requesting for you to provide an authorization
from FDOT for us to proceed with the application process to qualify for a 2021 Beautification Grant. If awarded, the
Beautification Grant will assist with funding for the proposed landscape improvements on Davis Boulevard (SR-84) from
US 41 to Airport Pulling Road that will be delineated in the formal application. The landscape improvements project limits
for SR-84 (Roadway ID #03001000) are from Mile Post 0.000 (at the US 41 intersection) to Mile Post 1.005 (at the Airport
Pulling Road intersection).
CCRMD humbly requests for you to please review the District One’s Five-Year Work Plan as to identify any potential
conflicts with our proposed landscape beautification project.
Upon your determination of ‘no conflict’, please at your earliest convenience issue CCRMD a formal Letter of Authorization
allowing us to proceed with the abovementioned project’s FDOT Beautification Grant Application process for the fiscal
