EXECUTIVE SUMMARY
Recommendation to reappoint three members to the Animal Services Advisory Board.
OBJECTIVE: To reappoint three members to the Animal Services Advisory Board to four -year terms
expiring on April 13, 2024.
CONSIDERATIONS: This 7-member board was created on January 27, 2004 by Ordinance No. 2004-
06 to make recommendations to the Board of County Commissioners on programs, services, classes and
special events that will further assist Collier County Domestic Animal Services in providing the best
possible service to the community. They also analyze and review construction and improvements to
Domestic Animal Services facilities and make recommendations to the Board of County Commissioners
regarding such facilities. Terms are four years. A list of the current membership is included in the backup.
Three seats on the committee were set to expire on April 13, 2020, but due to the pandemic emergency
the expiration dates were extended by the County Manager to July 13, 2020 (memo included in backup).
The vacancies were advertised and applications were received from the following:

ATTENDANCE: During the past two years, Ms. Bloom has had one excused absence, Ms. Davis has
had two excused absences, and Dr. Gordon has had perfect attendance. Attendance records are included in
the backup.
COMMITTEE RECOMMENDATION: At its meeting on June 16, 2020, the committee considered the
above applications and voted to recommend that Ms. Bloom, Dr. Gordon, and Ms. Davis, each be
reappointed to their seat on the committee, to four-year terms expiring on April 13, 2024. A
recommendation memo is included in the backup.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Committee
Recommendation, and authorizes the Chair to execute the attached resolution confirming the
reappointments.

On June 16, 2020, The Collier County Domestic Animal Services Advisory Board (DASAB)
conducted a highbred remote meeting where they reviewed the following applicants for the three
DASAB positions, which expired on April 13, 2020 and temporarily extended through July 13,
2020. During the meeting, five of the seven current board members were present, and one board
member participated virtually.
At-Large - The DASAB who participated in the meeting endorsed Marjorie Bloom for
reappointment for the position. Ms. Bloom is an active volunteer at DAS with over 6,250
volunteer hours. The advisory board voted 5-0 to endorse Marjorie Bloom for the At-Large
position on the DASAB.

from a foster home thanks to a referral from our Veterinarian. I am an avid wildlife photographer and
have had a number of shows of my work. We have contributed annually to the Humane Society Naples
and well as supporting the Humane Society in Cleveland, Ohio.

RESOLUTION NO. 2020 - _____
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, REAPPOINTING MARJORIE BLOOM,
MICHAEL GORDON, AND SARAH BAECKLER DAVIS, TO THE
ANIMAL SERVICES ADVISORY BOARD.
WHEREAS, Collier County Ordinance No. 2004-06 established the Animal Services
Advisory Board to generate community involvement in order to aid the Collier County Domestic
Animal Services Department; and
WHEREAS, Ordinance No. 2004-06 provides that this Advisory Board shall consist of
seven members who represent the areas of expertise as set forth in the Ordinance; and
WHEREAS, three seats on this Advisory Board expired on July 13, 2020; and
WHEREAS, the Board of County Commissioners previously provided public notice
soliciting applications from interested parties; and
WHEREAS, the Animal Services Advisory Board has provided the Board of County
Commissioners with its recommendations for reappointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that MARJORIE BLOOM, as an at-
large member, MICHAEL GORDON, representing veterinarians/vet techs, and SARAH
BAECKLER DAVIS, representing the Humane Society of Collier County, are each hereby
individually reappointed to their seats on the Animal Services Advisory Board, to four-year
terms expiring on April 13, 2024.
THIS RESOLUTION ADOPTED by majority vote on this 14th day of July, 2020.
