EXECUTIVE SUMMARY
Recommendation to appoint a member to the Bayshore Beautification MSTU Advisory Committee.
OBJECTIVE: To appoint a new member to the Bayshore Beautification MSTU Advisory Committee, to
a three-year term expiring on March 3, 2023.
CONSIDERATIONS: This 7 member committee was created on December 16, 1997, by Ordinance No.
97-82 to assist the BCC in carrying out the purposes of providing curbing, watering facilities, plantings
and maintenance of the median strips of roadways within the MSTU; providing traffic calming
improvements; and beautification and maintenance of other areas within the MSTU. The committee
prepares and recommends an itemized budget to the Board of County Commissioners. Members must be
permanent residents or owners of commercial or residential property within the MSTU. Terms are 4
years. A list of the current membership is included in the backup.
There is a vacant seat on this committee. The vacancy was advertised and applications were received
from the following:

COMMITTEE RECOMMENDATION: At its meeting on June 10, 2020, the committee reviewed the
application and recommended that Dr. Wills be appointed to fill the current vacancy on the committee. A
reduced three-year term for this seat was approved on February 25, 2020 under agenda item 16.K.1, in
order to promote better staggering of expiration dates on this committee. A recommendation memo is
included in the backup.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Committee
Recommendation, and authorizes the Chair to execute the attached resolution confirming the
appointment.

The Bayshore Beautification MSTU Committee met on Wednesday, June 10, 2020 to review and
approve the application for Chad Wills for appointment to the Committee:

After a brief discussion by the committee, the committee approved confirmation of the applicant
identified above.
Section VI of Ordinance 97-82, Sub-section b outlines the qualifications to be a committee
member. Mr. Wills is a permanent resident within the MSTU.

RESOLUTION NO. 2020 - ____
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, APPOINTING CHAD WILLS TO THE
BAYSHORE BEAUTIFICATION ADVISORY COMMITTEE.
WHEREAS, on December 16, 1997, the Board of County Commissioners adopted
Ordinance No. 97-82, as subsequently amended, creating the Bayshore Beautification Advisory
Committee to aid and assist the Board in carrying out the purposes of the Bayshore
Beautification Municipal Service Taxing Unit (MSTU); and
WHEREAS, Ordinance No. 97-82, as amended, provides that this Advisory Committee
shall consist of seven members who generally represent the area within the MSTU; and
WHEREAS, there is a vacant seat on this Advisory Committee; and
WHEREAS, the Board of County Commissioners previously provided public notice
soliciting applications from interested parties; and
WHEREAS, the Bayshore Beautification Advisory Committee has provided the Board of
County Commissioners with its recommendation for appointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that CHAD WILLS, resident within
the MSTU, is hereby appointed to the Bayshore Beautification Advisory Committee, to a three-
year term expiring on March 3, 2023.
THIS RESOLUTION ADOPTED upon majority vote on the 14th day of July, 2020.
