EXECUTIVE SUMMARY
Recommendation to approve the first Addendum to Amendment No. 15 to the Agreement with
Collier County District School Board for the Driver Education Program.
OBJECTIVE: To authorize program funds to be carried forward to the 2020-2021 school year in light of
the 2020 Summer program cancellation due to COVID-19.
CONSIDERATIONS: On July 29, 2003, the Board adopted Ordinance No. 2003-39, entitled “Dori
Slosberg Driver Education Ordinance” to authorize the collection of a surcharge on all civil traffic
penalties in county court to supplement driver education funds and to establish the Driver Education Trust
Fund (173). This Ordinance was amended by Ordinance No. 2007-39 on April 24, 2007 (Item 17A) based
on changes to Florida Statutes. The Board further approved program procedures on October 14, 2003 that
authorize the County Manager, or designee, to solicit applications and to negotiate an agreement with any
eligible applicants.
On April 28, 2020, the Board approved Amendment No. 15 to the Agreement Between Collier County
and District School Board of Collier County for Driver Education Program, (hereinafter the
“Agreement”). The Agreement is in accord with the provisions of F.S. 318.1215, the Dori Slosberg
Driver Education Act, in which the Board of County Commissioners is the designated administrator of
funds used for the purpose of the driver education program.
In accordance with Section IV of the Agreement, funds are used for the summer driver education program
and the remaining funds are carried forward. However, due to the COVID-19 pandemic, the District’s
summer driver education program had to be cancelled. Accordingly, this addendum will serve as
authorization for the funds that would have normally been applied to the 2020 summer d river education
program, to be carried forward to the 2020-2021 school year and will be used to provide additional driver
education programming.
FISCAL IMPACT: This item has no fiscal impact.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board action. - JAB
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan.
RECOMMENDATION: To approve the first Addendum to Amendment 15 to the Agreement between
Collier County and District School Board of Collier County for Driver Education program authorizing
program funds to be carried forward to the 2020-2021 school year in light of 2020 summer program
cancellation.
