EXECUTIVE SUMMARY
Recommendation to approve and authorize the chairman to sign one (1) Satisfaction of Mortgage
for the Community Development Block Grant loan program in the amount of $20,000 for an
owner-occupied dwelling unit that has satisfied the terms of the affordability period.
OBJECTIVE: To support the affordability of housing in Collier County through the Community
Development Block Grant (CDBG).
CONSIDERATIONS: Collier County offers assistance to individuals to purchase a home through
federal grants, such as the CDBG. In conformance with the requirements of CDBG, contained in 24 CFR
570.503(b)(7) and 2 CFR 200.311, the homeowners have met the affordability requirements for five (5)
years.
If the property is continuously occupied as the principal residence during the initial five-year period, the
purchase assistance provided is forgiven. The following table details the client’s fulfilled obligation of the
CDBG assistance provided and is entitled to a satisfaction of mortgage.

Approval of this Item will authorize the Chairman to sign the aforementioned satisfaction of mortgage
and the executed document shall be recorded in the Public Records of Collier County, Florida.
FISCAL IMPACT: There is no Fiscal impact since there is no recapture of funds; these grant funds are
forgivable upon satisfaction of the affordability period. The $10 Recording fee required to release the
mortgage will be paid from CDBG fund (705) Project 33631.
GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board approval. -JAB
