Agenda 07/14/2020 Item #16D 1 (FY20 FTA Grant Funds Application)07/14/2020 EXECUTIVE SUMMARY Recommendation to approve the submittal of the FY20 Program of Projects grant application for the Federal Transit Administration 49 U.S.C 5307 and 5339 FY20 grant funds supporting the transit system capital and operational costs in the amount of $3,323,246 through the Transit Award Management System and accept the award and authorize any necessary Budget Amendments. OBJECTIVE: To obtain grant funds for the management of the Collier Area Transit (CAT) System. CONSIDERATIONS: Each year the Public Transit & Neighborhood Enhancement (PTNE) Division receives federal grant funds for the management of the CAT system under Urbanized Area Formula Grant Programs (49 U.S.C 5307/5339) to be used for transit capital projects and operating assistanc e as defined by the Federal Transit Administration (FTA). FTA published the annual apportionment formula on April 9, 2020. Collier County is located within the Bonita Springs/Naples Census Urbanized Area; requiring a portion of the Section 5307 funding to be shared with Lee County. The amount of 5307 funds allocated to the Bonita Springs/Naples Urbanized Area is $3,246,895 with $2,882,918 of the apportionment designated for CAT and $363,977 for Lee County Transit. Under the Section 5339 Program, the funds are apportioned and flow directly to the Urbanized Area designated recipient. Collier County is the designated recipient so the apportionment of $382,670 does not have to be shared with Lee County. Staff prepared the proposed Program of Projects based on Collier’s total allocation for 5307 and 5339 funding, $3,265,588. The Program of Projects has gone through the Public Involvement Process, including receiving the endorsement from the Public Transit Advisory Committee (PTAC) at the June 16, 2020 PTAC meeting. Proposed projects include: 1. Transit enhancement projects including bus shelter rehab 2. Security enhancements that include driver protection barriers on busses 3. Provision of Americans with Disabilities Act (ADA) paratransit services 4. Rolling Stock Replacement (four (4) fixed route busses) 5. Software Warranties 6. Technology enhancements including automated passenger counters, fixed-route software replacement, on-board information media, and annunciators 7. The application has been prepared and attached for the Board of County Commissioners (Board) consideration. The grant requires a twenty percent (20%) match for capital projects. Collier County has requested approval from the Florida Department of Transportation (FDOT) for the use of $801,983 transportation development credits as a soft match for the grant. A fifty percent (50%) match is required for operating assistance for which local funds will be utilized. After review and approval by FTA, the grant award is electronically executed in TrAMS by the Public Services Department Head, who serves as the Board-appointed designee. PTNE and the Office of Management and Budget (OMB) grants compliance staff will also use the electronic system to manage the project and submit all required reports. As noted in the attachment, staff is requesting pre-award authority from the Board to create the required budget appropriations for the new fiscal year as it is essential for funds to be budgeted in time for the beginning of FY21. FISCAL IMPACT: The total project cost is $3,323,246. A Budget Amendment is required in FY20 in the amount of $3,265,588 to recognize grant revenue to CAT Grant Fund (424), Projects 33702, and 33703. Collier County has requested approval from FDOT for the use of transportation development credits in the amount of $801,983 as a soft match for the twenty percent (20%) capital match requirement. Ongoing maintenance costs will be paid out of the FY20 FTA 5307 CARES Act funding Project 33682. Operating costs in the amount of $57,658 will be used for administrative staff time. Administrative costs are an eligible expense under the FTA 5307 Grant program. A cash match of fifty percent (50%) is required for the operating assistance portion of the award and is available within CAT Match Fund (425) Reserves in FY21 supported by an annual transfer of General Fund (001) Revenue. A Budget Amendment in FY21 is required within CAT Match Fund (425), Project 33702 in the amount of $57,658. GROWTH MANAGEMENT IMPACT: Transit capital and operations support goals and objectives of the Transportation Element of the Growth Management Plan.
