EXECUTIVE SUMMARY
Recommendation to approve a work order to Kyle Construction Inc., for the amount of $328,300.00
under Request for Quotation 14-6213 for Underground Utility Contracting Services for "Goodland
and Bellaire Water Main Replacement" (Project Number 70174), and approve the necessary
budget amendment.
OBJECTIVE: To meet demand, stay in compliance, and serve customers efficiently by providing a
compliant and reliable potable water system to Collier County Water-Sewer District (“CCWSD”)
customers.
CONSIDERATIONS: The proposed scope of work under Project Number 70174, “Goodland and
Bellaire Water Main Replacement,” is consistent with the FY2020 CIP Budget approved by the Board on
September 19, 2019. This project consists of replacing approxim ately 1,700 linear feet of 24” polyvinyl
chloride (“PVC”) water main with new 10” water main along Goodland Bay Drive and Bellaire Bay
Drive in the Heritage Bay commercial area. (See Attachment 1.)
The 24” water main in the Heritage Bay commercial area was installed in 2005 when the Heritage Bay
subdivision was under development. That size accommodated potable and fire flow required for the
immediate commercial area and the housing portions of the Heritage Bay and The Quarry developments.
In 2016, the 36” Immokalee Road water main was activated along the frontage of Heritage Bay and The
Quarry. Those two subdivisions were then connected to the 36” water main on Immokalee Road, which
had been installed as part of the Immokalee Road widening project. This decreased the demand on the
24” water main in the commercial area. Correctly sizing the water mains on Goodland Bay Drive and
Bellaire Bay Drive to a 10” will decrease water age and improve water quality. Additionally, the
developer-constructed 24” water main has experienced higher than normal water main breaks in this
commercial area. When the main fails, water pressure drops significantly throughout the remainder of the
northeast portions of the CCWSD.
On April 30, 2020, the Public Utilities Department’s Engineering and Project Management Division
distributed a request for quotation for “Goodland and Bellaire Water Main Replacement” to the six
vendors under the Fixed-Term Underground Utilities Contract No. 14-6213. The County received six
quotation by the May 15, 2020, deadline. The quotations are summarized in the below table:

The total bid includes an allowance in the amount of $50,000.00 that will only be used at the Owner's
direction to accomplish work arising due to unforeseen conditions and/or as directed by the Owner.
Inclusion of the allowance as part of the contract price is not a guarantee that the Contractor will be paid
any portion or the full amount of the allowance. Expenditures of the Owner’s Allowance will be made
through the issuance of a Change Order with proper documentation supporting the change.
Staff reviewed the bids received and determined the low bid to be fair, reasonable and recommends
awarding the project to Kyle Construction Inc., as the lowest, responsive and responsible contractor. The

bid received is 44 percent less than the engineer’s opinion of probable cost as shown in the Bid Analysis
(Attachment 2). In its recommendation letter dated May 22, 2020 (Attachment 3), the design professional,
Johnson Engineering, also recommends awarding the project to Kyle Construction, who has a satisfactory
performance and warranty record on previous, similar, utility-related projects.
FISCAL IMPACT: The source of funding is Water User Fees, Fund (412). A budget amendment in the
amount of $400,000 is required to reallocate funds within the Water User Fee Fund (412) to cover the
construction costs (328,300.00), and materials that the County will purchase ($82,409.86). The project is
expected to be completed in 2020. There is no change in operating costs.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: Approve a work order in the amount of $328,300.00 under Request for
Quotation 14-6213 to Kyle Construction Inc., approve the necessary budget amendment, and authorize
the Chair to sign the attached Work Order.

The bid opening for the above-referenced project took place on Friday, May 15, 2020 at 3:00 PM.
The County received six responsive bids. The bids received by the County are tabulated below.
For comparison purposes, Johnson Engineering provided the County with an opinion of probable
construction cost for the in the amount of $587,550.

Kyle Construction Inc. as the low bidder.
Based upon our review, Kyle Construction Inc. appears to be a reasonable and responsive bid.
Subject to concurrence with the County’s Purchasing and Contracts Administration Division, we
believe selection of Kyle Construction Inc. for the intended work contained within the bid
documents is an appropriate choice. Should you have any questions, or require additional
information, please let me know.
