EXECUTIVE SUMMARY
Recommendation to authorize submittal of the Lake Trafford Water Quality Enhancement Project
to the South Florida Water Management District (SFWMD) Big Cypress Basin Local Partnership
Grants Program for FY 2021 in the amount of $3,000,000 and approve a Resolution supporting the
County’s grant application.
OBJECTIVE: To receive authorization and support from the Board of County Commissioners to submit
a grant application to the South Florida Water Management District for Water Quality Improvements for
the Lake Trafford Water Quality Enhancement Project, Phase I.
CONSIDERATION: The annual Big Cypress Basin (BCB) Local Partnership Grant submittal process
has been announced. The BCB Partnership Grant cycle provides funding support for County and City
flood protection, water quality, alternative water supply and natural systems projects. The application
deadline is July 17, 2020. The BCB requires that all grant applications be approved by the local
government prior to submittal and supported through Resolution. In addition to being approved by the
local government, the project should be “shovel-ready” and completed within a 24-month period.
The following project was determined to be eligible for BCB funding.
1. Lake Trafford Water Quality Enhancement Project
This multiphase project creates water quality treatment facilities in the northwestern area of urban
Immokalee to reduce the nutrients and other pollutants from entering into Lake Trafford, an
impaired waterbody. Phase 1 involves the construction of an estimated 14-acre water treatment
facility with cascading littoral shelves to filter stormwater pollutants from the urbanized area of
Immokalee prior to entering the Lake Trafford Slough and Lake Trafford. The estimated cost is
$3,000,000.00.
FISCAL IMPACT: The grant amount requested from Big Cypress Basin is $1,500,000 for the Lake
Trafford Water Quality Enhancement Project Phase 1 with a required local match commitment of
$1,500,000 for a total of $3,000,000. If funds from Big Cypress Basin are awarded, the local match will
be available within the Stormwater Capital Improvement Fund (325). The source of funds are transfers
from the General Fund (001) and Unincorporated Area General Fund (111).
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote.
