EXECUTIVE SUMMARY
Recommendation to approve Amendment No. 2 to Contract No. ARX56, Financial Project
41266618801, State of Florida Department of Transportation (“FDOT”), State Highway Traffic
Signal, Maintenance and Compensation Agreement, for maintenance of FDOT owned traffic signal
systems to be maintained by Collier County Traffic Operations and granting authority to the Chief
Engineer of Traffic Operations to sign off on annual ministerial updates concerning the Exhibit
List to the Agreement.
OBJECTIVE: To approve Amendment No. 2 to Contract No. ARX56 (the “Contract”), the FDOT
Traffic Signal, Maintenance and Compensation Agreement, for maintenance of traffic signals, and to
authorize the Chief Engineer of Traffic Operations the ability to sign off on annual ministerial updates
concerning the Exhibit List of affected intersection locations to the Contract.
CONSIDERATIONS: The Board approved the Contract on June 9, 2015 (Agenda Item 16A.21), which
designated the County as the maintaining agency of FDOT owned traffic signal systems and compensated
the County for serving in that capacity. On October 11, 2016 (Agenda Item 16A.7), the Board approved
Amendment No. 1 to the Contract, which revised specific terms and conditions of the Contract and its
attached exhibits.
The attached proposed Amendment No. 2 further revised conditions to the Contract’s Exhibits “A” and
“B” to include reimbursement for connected and automated vehicle devices.
At FDOT’s request, staff is also asking that the Engineer of Traffic Operations be authorized to sign off
on annual ministerial updates concerning the Exhibit List to the Contract, which identifies the intersection
locations of the various FDOT traffic signals maintained by the County. The Exhibit List is often updated
annually to reflect any new additions or subtractions of identified traffic signals under the Contract.
FISCAL IMPACT: The FDOT State Highway Traffic Signal, Maintenance, and Compensation
Agreement compensates maintaining agencies for this work. Collier County Traffic Operations will
receive $292,755 annually for existing FDOT roadway traffic signal maintenance. Revenues are budgeted
in Transportation Operating Fund (101), Traffic Operations Cost Center 163630.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval.-SRT
RECOMMENDATION: To approve Amendment No. 2 to Contract No. ARX56, Financial Project
41266618801, State of Florida Department of Transportation, State Highway Traffic Signal, Maintenance
and Compensation Agreement, for maintenance of FDOT, owned traffic signal systems to be maintained
by Collier County Traffic Operations and granting authority to the Chief Engineer of Traffic Operations
to sign off on annual ministerial updates concerning the Exhibit List to the Agreement. The requested
signature authority will be for acceptance of maintenance only for traffic signal equipment.
