Agenda 06/23/2020 Item #16D12 (FTA Fixed Route Bus Driver Security Barriers Grant Award through TrAMS)06/23/2020 EXECUTIVE SUMMARY Recommendation to approve an amendment to the Federal Transit Administration (FTA) 49 USC § Section 5307 FY18 Grant Award to change the Program scope from purchasing Bus Flashers and Back-up Sensors to purchasing and installing Fixed Route Bus Driver Security Barriers, and authorize the execution of the amendment through the Transit Award Management System (TrAMS). OBJECTIVE: To improve Fixed Route Bus Driver safety and security amid the COVID-19 pandemic. CONSIDERATIONS: On June 26, 2018 (Agenda Item #16D20), the Board of County Commissioners (Board) authorized the Program of Projects in the amount of $2,590,120 for the Collier County portion of the FTA 49 U.S.C. 5307 FY18 Grant Application. The grant requires at least one percent (1%) of the funds are allocated for security enhancements and at the time of application the highest safety needs were the purchase and installation of bus flashing brake lights and back-up sensors. The capital portion of the grant requires a twenty percent (20%) match. Collier County has received approval from the Florida Department of Transportation (FDOT) for the use of $445,605 transportation development credits as a soft match for the grant. With the advent of the COVID-19 pandemic, safety and security priorities have changed and there is a greater need to protect the Transit drivers. The installation of the driver security barriers will add an extra level of protection for those using the transit system. The driver security barrier is a clear, retractab le shield that covers the bus operator’s right side, which faces passengers entering and exiting the front doors of the bus. The useful life of the security barriers is five (5) years, however, it is expected to last for the life of the bus on which it is installed (12 to 15 years). The carrying cost for the barriers is minimal and will be covered under existing preventative maintenance. These driver security barriers are also consistent with the one percent (1%) security enhancement grant requirement. The amendment retains the $25,910 allocation for security enhancement and is attached to this Item for the Board’s consideration. Upon Board approval, the amendment is electronically executed in TrAMS by the Public Services Department Head, who is the Board appointed designee. FISCAL IMPACT: There is no Fiscal impact associated with this Item. The federal portion was previously appropriated in CAT Grant Fund (424) Project 33570. GROWTH MANAGEMENT IMPACT: This Item supports Objectives 10 and 12 of the Transportation Element of the Growth Management Plan.
