EXECUTIVE SUMMARY
Recommendation to approve a Resolution and authorize the Chairman to execute the FY2020/21
Transportation Disadvantaged Trust Fund Trip/Equipment Grant Agreement with the Florida
Commission for the Transportation Disadvantaged to assist with system operating expenses, and
the necessary Budget Amendments.
OBJECTIVE: To continue the Collier Area Paratransit (CAP) public door-to-door transportation
program.
CONSIDERATIONS: As the Community Transportation Coordinator (CTC) for Collier County, the
Board of County Commissioners (Board) is eligible for Transportation Disadvantaged Trust Fund
Trip/Equipment Grant funds each year. Funds from this grant cover a portion of the operating expenses
for the Transportation Disadvantaged Program.
On May 29, 2020, staff received the attached funding agreement from the Commission for the
Transportation Disadvantaged (CTD) for the FY20/21 Trip and Equipment Grant. The agreement
indicates that Collier County is eligible to receive $910,443 in FY20/21.

The CTD requires the Board to provide a resolution memorializing and confirming their affirmative vote
authorizing the Chairman to execute the Agreement for funds. The Resolution and Agreement are
attached to this Item for the Board’s consideration.
FISCAL IMPACT: A Budget Amendment is required to recognize grant revenue in the amount of
$910,443 in the Transportation Disadvantaged (TD) Grant Fund (428) Project 33696. The required ten
percent (10%) match in the amount of $101,160 is budgeted separately in TD Match Fund (429) in
Project 33696 and requires a Budget Amendment. Match funds are available from Fund (429) Reserves
supported by a General Fund (001) transfer. The General Fund provides an annual transfer to TD support
to cover operational costs that exceed grantor subsidies and farebox collections.
GROWTH MANAGEMENT IMPACT: This Item is consistent with Objectives 10 and 12 in the
Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board action. -JAB
