EXECUTIVE SUMMARY
Recommendation to approve and authorize an Amendment to the Agreement (20.h.sm.100.020)
between the State of Florida, Department of State, Division Historical Resources and Collier
County Board of County Commissioners to extend the Period of Performance end date from June
30, 2020 to August 15, 2020 for the Margood Harbor Park Historic Cottage site.
OBJECTIVE: To support the endeavor to preserve, conserve, and protect buildings, objects, landscapes,
or other artifacts of historical significance in Collier County.
CONSIDERATIONS: The Florida Department of State Division of Historical Resources (DOS), Small
Matching Grant Program provides funding to assist local, regional, and statewide efforts to preserve
significant historic and archaeological resources and to promote the knowledge and appreciation of the
history of Florida. Collier County submitted a grant application on June 1, 2018 and it was approved by
the Board as an after the fact item on June 26, 2018 (Agenda Item #16D.12).
On June 25, 2019, Collier County was notified of the award from the DOS. The $50,000 award is for the
planning of the Margood Cottage Site. The grant funds are being used for architectural and engineering
services to produce as-built drawings, schematic drawings, a design development plan, and one-hundred
percent (100%) construction drawings, including landscaping/erosion control plans. On October 1, 2019,
the agreement between DOS and Collier County was executed.
However, the County's first round of procurement resulted in no submissions by any qualified firms. The
County then expanded their efforts and consequently received ten (10) firms. MLD Architects, LLC
(MLD) was selected and a contract was executed on November 15, 2019, and, on January 9, 2020, a
Notice to Proceed was issued to MLD to commence the contractual tasks.
Notwithstanding the COVID-19 pandemic, MLD is working diligently in meeting the County’s
contractual requirements. They have completed three (3) of their tasks: field investigation and site report,
twenty-five percent (25%) schematics, and fifty percent (50%) design development. The final two (2)
tasks, one-hundred percent (100%) construction documents, and final report and estimates are scheduled
for completion by June 24, 2020.
With the Amendment to the agreement (20.h.sm.100.020), the County will have until August 15, 2020, to
submit all documents from MLD Architects, LLC to the DOS.
FISCAL IMPACT: There is no Fiscal impact associated with this Executive Summary. Funds are
currently budgeted within the Public Services Grant Fund (709), Project 80322.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board action. - JAB
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this
Executive Summary.
RECOMMENDATION: To approve and authorize an Amendment to the Agreement (20.h.sm.100.020)
between the State of Florida, Department of State, Division Historical Resources and Collier County
Board of County Commissioners to extend the Period of Performance end date from June 30, 2020 to
