EXECUTIVE SUMMARY
Recommendation to approve an FY20 Federal Transit Administration Section 5311 CARES Act
grant award in the amount of $1,378,420 to provide continued service of the Collier Area Transit
System; approve a resolution authorizing the Chair to sign the agreement and all necessary Budget
Amendments and certifications.
OBJECTIVE: To provide continued transit service to the rural area of Collier County.
CONSIDERATIONS: On May 26, 2020, the Board of County Commissioners (Board) approved an
application for the Federal Transit Administration (FTA) Section 5311 CARES Act allocation in the
amount of $1,378,420. On May 29, 2020, Collier County received the approved agreement from the
Florida Department of Transportation (FDOT). The CARES Act provides funds to prevent, prepare for,
and respond to COVID 19 associated with the provision of public transportation services. Eligible
activities are outlined in 49 U.S.C. FTA Section 5311 Circular and include financial assistance in the
Agency’s reimbursement of operating expenses and costs directly related to system operation which
include administrative, and management expenses, less revenues, associated with the provision of public
transportation services in the rural area(s) of Collier County
The funding will be used to maintain the Collier Area Transit (CAT) System Operations. The award will
provide support to continue six (6) public rural routes; Routes 19 and 28 (providing transportation
between the Immokalee area and the Intermodal Transfer Station), Route 121 (providing early morning
and late evening express service between Immokalee and Marco Island), Routes 22 and 23 (providing a
circulator within the rural Immokalee community), and Route 24 (providing transportation between the
Charlee Estates area and the Intermodal Transfer Station). It may be necessary in the future to allocate
funds to support the administrative cost associated with grant administration, which is a reasonable and
allowable expense.
The agreement is attached for the Board’s consideration.
FISCAL IMPACT: A Budget Amendment is required to recognize the grant funding in the amount of
$1,378,420 in CAT Fund (424) Project #33693. There is no match required for this grant.
GROWTH MANAGEMENT IMPACT: This Item is consistent with Objectives 10 and 12 of the
Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board action. - JAB
