Flexible Funding Grant Application)06/09/2020 EXECUTIVE SUMMARY Recommendation to approve the electronic submittal of an FY2019/20 grant application for Federal Highway Administration Flexible Funding in the amount of $51,600 for the purchase and installation of additional bus shelters through the Federal Transit Administration Transit Award Management System. OBJECTIVE: To obtain grant funds for the construction of additional bus shelters for Collier Area Transit (CAT) passengers. CONSIDERATIONS: Each year, the Collier Metropolitan Planning Organization Board adopts Congestion Management System project priorities that are provided to the Florida Department of Transportation (FDOT) for funding in the work program. Collier County was provided $51,600 in the 2019 work program to purchase and install up to three (3) bus shelters throughout the County including amenities such as bike racks, benches, and trash receptacles to place on existing pads. A grant application has been created in the Transit Award Management System (TrAMS). Approval of this Item will authorize its transmittal in TrAMS to the Federal Transit Authority (FTA). The grant requires a twenty percent (20%) match for transit projects. Collier County has requested and received approval from FDOT to use $12,900 of transportation development credits as a soft match for the grant. After review and approval by FTA, the grant application is electronically executed in TrAMS by the Collier County Public Services Department Head, who serves as the Board of County Commissioners (Board) appointed designee. The Public Transit & Neighborhood Enhancement (PTNE) Division and the Office of Management and Budget (OMB) Grants Compliance staff will also use this system to manage the projects and submit all required reports. FISCAL IMPACT: At this time, there is no Fiscal impact associated with this Item. The total project cost is $64,500 with a grant apportionment of $51,600. A grant Budget Amendment will be required to recognize the funds when FTA awards the grant to PTNE. Collier County requested and receive d approval for the use of transportation development credits in the amount of $12,900 to act as a soft match to comply with the twenty percent (20%) match requirement. Shelter maintenance is funded as part of the annual PTNE budget, and new shelters normally do not require maintenance for five to six years. GROWTH MANAGEMENT IMPACT: Transit capital improvement supports the goals and objectives of the Transportation Element of the Growth Management Plan. When providing a copy of this authorization to Collier County Area Transit please ask them to reference the use of this credit in their project budget sheets of their FTA application and send a copy of this authorization letter to their FTA Project Manager. Also include the item number reference where these projects are included in the STIP.
