Agenda 06/09/2020 Item #16A16 (Manatee Rd & Roost Rd Multi-way Stop Warrant Study)06/09/2020 EXECUTIVE SUMMARY Recommendation to accept a multi-way stop warrant study and approve the removal of a two-way stop control at the intersection of Manatee Road and Roost Road, for a cost of approximately $400. OBJECTIVE: To request the Board accepts a multi-way stop warrant study and approve the removal of a two-way stop control at Manatee Road and Roost Road in accordance with any and all applicable Federal, State, and County standards and specifications governing such traffic control devices. CONSIDERATIONS: A citizen contacted Traffic Operations with a request to remove the stop signs along Manatee Road at Roost Road. The stop signs on Manatee Road at this location had been installed due to the gated fence at the edge of the Manatee Elementary School property just east of Roost Road. Originally, Manatee Road access ended at the gated school property and stop signs were placed on all legs of the intersection of Manatee Road and Roost Road for safety reasons to make drivers aware of the potentially closed gate. As part of a development project agreement, the ownership and maintenance of this section of Manatee Road was transferred to the County, the road was opened to U.S. 41, and the gate was removed. A traffic engineering study was completed March 18, 2020, in accordance with guidelines promulgated by the Florida Department of Transportation and the MUTCD and concluded that the traffic volume on Roost Road did not warrant a two-way stop control. Manatee Road at this intersection has an average daily traffic volume of about 2,000 cars versus about 400 cars on Roost Road as it only serves one community. By engineering standards this condition does not allow for a multi-way stop control at the intersection. To enhance safety along this roadway, staff is currently evaluating the need for establishing a school zone on Manatee Road adjacent to the school entrance. Drivers coming north on Roost Road still must stop before entering Manatee Road. Florida Statute §316.006 provides that the County “may place and maintain such traffic control devices which conform to the manual and specifications of the Department of Transportation upon all streets and highways under their original jurisdiction as they shall deem necessary…to regulate, warn or guide traffic.” The traffic engineering study, performed and approved by a Professional Engineer registered to practice in the State of Florida, has concluded that the subject intersection did not meet the minimum warrants for a multi-way stop, as set forth in the Manual on Uniform Traffic Control Devices (MUTCD). Removal of a two-way stop at this location is within Collier County Access Management Guidelines. FISCAL IMPACT: We estimate the cost of this work to be $400 with no annual maintenance cost associated. Funds are available in Traffic Operations General Fund 101. (Cost Center 163630) GROWTH MANAGEMENT IMPACT: This action will result in no growth management impact. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality, and requires majority vote for approval. -JAK RECOMMENDATION: To accept the findings of the multi-way stop warrant study and approve removal of a two-way stop control at the intersection of Manatee Road and Roost Road in accordance with any and all applicable Federal, State, and County standards and specifications governing such traffic control devices.
