EXECUTIVE SUMMARY
Recommendation to establish operating, equipment, and capital budgets for Phase 1 start -up of Big
Corkscrew Island Regional Park (BCIRP), approve start-up positions, authorize inclusion of
annual BCIRP operating, equipment and capital budgets in the FY21 budget, and authorize
necessary Budget Amendments.
OBJECTIVE: To obtain approval for FY20 BCIRP Phase 1 start-up staffing and budgets and authorize
inclusion of the BCIRP Phase 1 operating, equipment and capital budgets in the FY21 budget.
CONSIDERATIONS: On October 8, 2019, the Board approved Agenda Item #11D to award Phase 1
construction of BCIRP to Astra Construction Services, LLC. BCIRP is located on a 49 -acre property east
of Immokalee Road and north of Oil Well Road to the east of the Collier County Fairgrounds.
BCIRP Phase I is designed to include an aquatic center, community center, athletic fields, concession
buildings, event lawn, playground, basketball courts, tennis and pickleball courts, walking paths,
maintenance building, and other amenities for the community.
Astra Construction Services, LLC will deliver athletic fields, concession facilities, bathrooms, and
pavilions by November 2020. This portion of the park will be open for use while the rest of Phase I is
being completed. The balance of Phase 1, consisting of the Community Center, Aquatics Facility,
playground, concession and picnic pavilion, and the maintenance building, is scheduled for substantial
completion by July 2021.
Phase 2 construction consisting of the gymnasium, baseball fields, and lake front is scheduled to begin
construction in the fall 2021, after the end of the summer rainy season and permits have been secured.
Completion of Phase 2 is planned for the end of 2022, beginning of 2023.
To be ready for the November 2020 start date staff expects to begin recruiting for four (4) key positions,
(2 Maintenance, 2 Recreation), in July 2020 anticipating them to be on board in August/September 2020.
Similarly, due to procurement lead times, vehicles, maintenance, and operating equipment required for
BCIRP operations need to be procured in July/August to be on hand in November. To accomplish these
critical path tasks, authorization is requested to add four (4) positions and establish necessary budgets by
budget amendment.
FISCAL IMPACT: The following table summarizes the BCIRP FY20 start-up budget as well as the
estimated annual FY21 operating budget. This budget is supported by the General Fund.
Regional Park Impact Fees (346) will fund the impact fee eligible furniture, fixtures, and equipment

necessary to equip and maintain the facility.
The FY20 BCIRP start-up budget will be established by budget amendment moving necessary funding
from General Fund (001) and Regional Parks Impact Fee Fund (346) reserves. The FY21 budget will be
incorporated into the overall Collier County budget prior to adoption in September.
GROWTH MANAGEMENT IMPACT: The park is counted in the regional park level of service
within the AUIR.
LEGAL CONSIDERATIONS: This Item has been reviewed by the County Attorney, raises no legal
issues, and requires majority vote for approval. -JAK
RECOMMENDATION: That the Board of County Commissioners:
1. Authorize establishing operating, equipment, and capital budgets for Phase 1 start -up of Big
Corkscrew Island Regional Park (BCIRP).
2. Approve positions for start-up phase.
3. Authorize inclusion of the BCIRP operating and capital equipment budgets in the FY 21 budget.
4. Authorize necessary budget amendments.
