EXECUTIVE SUMMARY
Recommendation to approve an after-the-fact acceptance of the attached Federal Aviation
Administration (FAA) Coronavirus Aid, Relief, and Economic Security (CARES) Act Grant
Agreement in the amount of $51,000 for eligible operating expenses at the Immokalee Regional
Airport, Marco Island Executive Airport, and Everglades Airpark and authorize all necessary
budget amendments.
OBJECTIVE: To accept grant funding for eligible operating expenses at the Immokalee Regional
Airport, Marco Island Executive Airport, and Everglades Airpark.
CONSIDERATIONS: The Board of County Commissioners (BCC) approved an after-the-fact submittal
of a CARES Act grant application to the Federal Aviation Administration (FAA) to fund eligible
operating expenses at the Immokalee Regional Airport, Marco Island Executive Airport, and Everglades
Airpark on May 12, Agenda Item 16G2.
The Collier County Airport Authority (CCAA) received a grant offer of $51,000 from the FAA for
eligible operating expenses at the Immokalee Regional Airport, Marco Island Executive Airport, and
Everglades Airpark on May 7, 2020. The FAA required execution of the Grant Agreement no later than
June 8, 2020. The County Manager accepted this grant offer from the FAA on May 15, 2020.
Collier County CMA #5330 authorizes the County Manager to sign a grant agreement when the grantor
requires execution of the agreement within one month or less, and the deadline has been missed for the
next available Board of County Commissioners meeting.
These funds are coming directly for the U.S. Treasury’s as part of the CARES Act, which included $10
billion in economic relief for eligible U.S. airports affected by the prevention of, preparation for, and
response to the COVID-19 pandemic. Grantees may use these funds for any purpose for which airport
revenues may be lawfully used following 64 Federal Register 7696 as amended by 78 Federal Register
5530. Match requirements have been waived under the CARES Act.
FISCAL IMPACT: Budget Amendments are necessary to recognize FAA grant revenue in the amount
of $51,000 within Airport Grant Fund (498), project 33683. There is no match required.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
action.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board action. - JAB
