EXECUTIVE SUMMARY
Recommendation to recognize Ellen Sheffey, Growth Management Operations Analyst, as the
February 2020 Employee of the Month.
OBJECTIVE: To recognize the efforts and accomplishments of an employee who has made significant
contributions to the organization and to our community.
CONSIDERATIONS: Ellen has been with Collier County since 2018. She is an Operations Analyst
within the GIS & Asset Management section of GMD’s Operations Support Division. In this role, Ellen is
a key member of a team that is involved in several initiatives to support GMD’s various missions. Her
involvement in asset management and project data management (PDM) is integral to the continued
success of these processes that have changed how GMD conducts its daily operations.
Part of the building at GMD South is an attached 15,000 sq. ft. warehouse of documents and Traffic
Operation’s inventory. That area has functioned as a graveyard for old documents for many years.
Starting in 2012 an effort to clean up the warehouse began. There was limited success because this was a
surprisingly difficult task. The biggest complication was the fact that were a mixture of documents - some
that could be destroyed, and some which had to be preserved. Before anything could be done with the
documents in storage there had to be a coordinated effort by all sections within the building to review and
index the contents of each storage box.
When Ellen took on this assignment, she attacked it with remarkable energy and creativity. She leveraged
Department Head and Director support to get everyone’s attention, then organized training sessions with
the Technical Systems Manager from Administrative Services and established a clear timeline to get this
task completed. Ellen also marshaled additional resources so that she could minimize the effort required
by each section, and she and her team took care of the rest. The project is off to a great start and with
Ellen’s leadership and determination this massive undertaking will be accomplished for t he first time in a
decade, and therefore she is so deserving of the Employee of the Month Award.
FISCAL IMPACT: The selected “Employee of the Month” receives a $150.00 cash award. Funds for
this are available in the employee’s budget cost center.
GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with
this Executive Summary.
