EXECUTIVE SUMMARY
Recommendation to approve the “After-the-Fact” submittal of an FY20 Federal Transit Authority
Section 5311 CARES Act Grant 424 form in the amount of $1,378,420 to be used for Collier Area
Transit System Operations.
OBJECTIVE: To obtain grant funds for the management of the Collier Area Transit (CAT) System.
CONSIDERATIONS: On May 1, 2020, the Florida Department of Transportation (FDOT) contacted
CAT staff to inform them of a Federal Transit Authority (FTA) Section 5311 CARES Act alloca tion in
the amount of $1,378,420 available to Collier County. The entire amount will be used to maintain the
Collier Area Transit System operations. In order to receive the grant agreement, staff must submit an
application form and upon receiving the signed form, FDOT will issue a Public Transportation Grant
Agreement to be approved by the Board of County Commissioners (Board) in June. FDOT advised that
the upcoming grant agreement must be fully executed by June 30, 2020.
Due to the short turnaround given by FDOT, CMA #5330 authorizes the County Manager to approve the
submittal of grant applications followed by “After-the-Fact” approval by the Board at the next available
Board meeting. The County Manager approved the application on May 15, 2020 and it is attached to this
item.
FISCAL IMPACT: There is no Fiscal impact associated with this Item at this time. Upon receiving a
grant agreement, a Budget Amendment will be taken to a future Board meeting for approval to recognize
grant funding in the amount of $1,378,420. There is no match required for this grant.
GROWTH MANAGEMENT IMPACT: Transit operations support the goals and objectives of the
Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: The Board will have the opportunity to accept or reject the funds if the
grant is approved. Accordingly, this Office has no issue with respect to the legality of this request, which
is appropriate for Board action and requires a majority vote for Board action. -JAB
RECOMMENDATION: To approve the “After-the-Fact” submittal of an FY20 FTA Section 5311
CARES Act Grant form 424 in the amount of $1,378,420.
