EXECUTIVE SUMMARY
Recommendation to approve the after-the-fact submittal of a Coronavirus Aid, Relief, and Economic
Security (CARES) Act grant application to the Federal Aviation Administration (FAA) requesting
$51,000 for eligible operating expenses at the Immokalee Regional Airport, Marco Island Executive
Airport, and Everglades Airpark.
OBJECTIVE: To receive after-the-fact approval from the Board of County Commissioners (Board) to
submit a Coronavirus Aid, Relief, and Economic Security (CARES) Act grant application to the Federal
Aviation Administration (FAA) for eligible operating expenses at the Immokalee Regional Airport
(IMM), Marco Island Executive Airport (MKY), and Everglades Airpark (X01).
CONSIDERATIONS: On March 27, 2020, the President signed into law the CARES Act, which
included $10 billion in economic relief for eligible U.S. airports affected by the prevention of, preparation
for, and response to the COVID-19 pandemic. These funds are coming directly for the U.S. Treasury’s,
and no match is required.
On April 14, 2020, the Secretary of Transportation announced that the Collier County Airports were
eligible for $51,000 under this Act. On April 24, the Airport Authority was notified that grant applications
for this funding were due by April 30, 2020. The prepopulated applications with eligible general airport
information, including the federal CARES Act funding amount for the Collier County Airports was
received on April 27, 2020.
Grantees may use these funds for any purpose for which airport revenues may be lawfully used following
64 Federal Register 7696 as amended by 78 Federal Register 5530. Match requirements have been waived
under the CARES Act.
FISCAL IMPACT: Should the grant be awarded, the County anticipates receiving FAA funding in the
amount of $51,000 for eligible operating expenses at the counties three airports IMM, MKY, and X01.
There is no match required.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with the
Board’s approval to submit this grant application.
LEGAL CONSIDERATIONS: The Board will have the opportunity to reject or accept this item, if
awarded. As such, this item is approved for form and legality and requires a majority vote for Board
action. - JAB
